Dog Under Control Definition

By LEAH HOWARD, DNRT LAND STEWARD Many dog owners like to walk their dogs on trails where the rule states "Dogs must be under control." They assume this gives their dogs the freedom to run around off leash and get more exercise. But what does "under control" really mean? A dog is under control if the dog is controlled by a leash, is at heal or is beside a competent person and obedient to that person's commands or is within a vehicle being driven or parked on the streets or is within the property limits of the dog's owner.

Overview This publication provides guidance on the term "service animal" and the service animal provisions in the Department's regulations. Beginning on March 15, 2011, only dogs are recognized as service animals under titles II and III of the ADA. A service animal is a dog that is individually trained to do work or perform tasks for a person with a disability.

Generally, title II and. Under these regulations, only dogs are service animal under ADA Titles II and III.

The regulations go into some detail regarding the various kinds of work that service animals (dogs) can perform for individuals. All dogs must be licensed when you buy or adopt them (earliest is 8 weeks old) or 3 months of age, whichever comes first, by Jan. 1 of each year.

Licenses are issued by the County Treasurer. All dogs must be under control and must not be allowed to run at large. Dogs are personal property, and owners are responsible for damages caused by their dog.

It is illegal to mistreat or abuse any animal. (A) As used in this section, "dangerous dog" has the same meaning as in section 955.11 of the Revised Code. (B) No owner, keeper, or harborer of any female dog shall permit it to go beyond the premises of the owner, keeper, or harborer at any time the dog is in heat unless the dog is properly in leash.
