Not necceseralily stronger than God Form but anime Black has insane Base that is in constant state of Saiyan Beyond God that's why when he and goku fought for first time he was matching Goku's SSJ2, also Anime SSR is more like SSJ than SSB so at bare minimum SSJ4 Goku Black would be nearly 100x stronger than he was in Rose, either that or Goku.
