Paulding Village Council met in Regular Session on November 21, 2016, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor Greg Reinhart called the meeting to order.

 

Finance Director Annette Hasch called roll with the following members present: Randy Daeger, Robert L. Boyd, Ryan Mapes, Danny Workman, Tim Boss and Barb Rife. Administrator Robert Fisher was also present.  Solicitor Mike Jones was absent.

 

Dan Workman motioned to approve the minutes of the November 7th Council meeting, seconded by Ryan Mapes. Vote: all yea.

 

Tim Boss reported on the Salary and Allowance Board Meeting that was held on November 15, 2016.  In the meeting they discussed Sick Accruals.  A meeting was scheduled to meet again.

 

Randy Daeger reported on the Safety Committee meeting held on November 14, 2016. The following item was discussed:

 

·         The EMS mutual aid agreements were discussed. Another meeting will be scheduled.  It was decided that a new mutual aid agreement be drawn up with the assistance of the EMS Coordinator and signed by the surrounding communities.

 

Randy Daeger reported on the Buildings & Grounds Committee meeting held on November 14, 2016. The following item were discussed:

·         The leaky roof of the Street Department garage.  The Administrator reported that he had been in contact with R&L Truss and was expecting a quote for repair.  He also will be checking with other roofing companies for quotes.

·         The sale of the old Barnes Hotel property located at 110 South Williams Street.  Ordinance No. 1483-14 authorized the advertisement for a minimum bid of property at $8,000.  It was suggested at the meeting to reduce minimum bid to $5,000.  It was originally placed at $8,000 to recoup some of the demolition costs.  The Village has paid out demolition cost of $8,570, a new sidewalk cost of $3,350, and the property purchase of $14,784.92.  There has also been other small costs involved. 

The Administrator was asked to get appraisals on the old Barnes Hotel property and the old Village Office & Garage.

 

Ordinance No. 1530-16 re:  An Ordinance Amending and Increasing Appropriations for Current Expenses and Other Expenditures of the Village of Paulding, Ohio, During the Year Ending December 31, 2016 was read for the first time.

 

Ordinance No. 1531-16 re:  An Ordinance to make Permanent Appropriations for Current Expenses and Other Expenditures of the Village of Paulding, State of Ohio, During the Year Ending December 31, 2017 was read for the first time.

 

Resolution No. 1315-16 re: A Resolution Authorizing the Purchase of Supplies for the year 2017 was read for the second time.

 

 

 

Finance Director, Annette Hasch requested a Sewer Transfer of $100,000 from the Sewer Fund (#602) to the Sewer Capital Improvement Fund (#604).  Dan Workman motioned to approve the transfer of $100,000 from the Sewer Fund to the Sewer Capital Fund, seconded by Randy Daeger. Vote: all yea.

 

Finance Director Annette Hasch requested a $33,742.90 transfer, which is 5% of the 2015 Water Revenue, from the Water Fund (#601) to the Water Capital Improvement Fund (#603). Ryan Mapes motioned to approve the transfer of $33,742.90 from the Water Tax Fund to the Water Capital Improvement Fund, seconded by Barb Rife. Vote: all yea.

 

Finance Director Annette Hasch requested a $95,000.00 transfer from the Income Tax Fund (#102) to the Police Fund (#208). Robert L. Boyd motioned to approve the transfer of $95,000.00 from the Income Tax Fund to the Police Fund, seconded by Randy Daeger. Vote: all yea.

 

Finance Director Annette Hasch requested a $29,873.26 transfer from the Income Tax Fund (#102) to the Sewer Cap Imp Fund (#604) to pay last payment of OWDA Ln#3367. Tim Boss motioned to approve the transfer of $29,873.26 from the Income Tax Fund to the Sewer Cap Imp Fund, seconded by Ryan Mapes.  Vote: all yea.

 

Administrator, Robert Fisher has prepared a letter to go to residents regarding the illicit connections to the Village’s sewer system.

 

Robert Fisher has updated the Sewer Tap Policy and Fees and will go in effect immediately.

 

Mayor Greg Reinhart asked about the traffic light at Williams Street and Baldwin Street.  He asked Robert Fisher to check on status of repair to traffic light.

 

             Dan Workman asked about the status of the re-planting of the trees on Williams Street.  Robert Fisher told him that he is working with a couple of contractors and getting quotes.  He is trying to get trees planted before the end of the year.

 

Robert L. Boyd motioned for Council to move into Executive Session to discuss the compensation of a public employee, seconded by Dan Workman. Vote: all yea.

 

Tim Boss motioned for Council to move into Regular Session, seconded by Randy Daeger. Vote: all yea.

 

Randy Daeger motioned to approve Robert Fisher’s pay increase to $47,476 based on the new Department of Labor’s overtime rule effective November 26, 2016, seconded by Robert L. Boyd.  Vote:  all yea.

 

 

The following meetings were scheduled:

 

·         Salary & Allowance Committee meeting—Tuesday, November 29, 2016 @ 4:30 p.m.

·         Utility Committee meeting—Tuesday, November 29, 2016 @ 5:00 p.m.
