Paulding Village Council met in Regular Session on December 5, 2016, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor Greg Reinhart called the meeting to order.


Finance Director Annette Hasch called roll with the following members present: Randy Daeger, Robert L. Boyd, Ryan Mapes, Danny Workman, Tim Boss and Barb Rife. Administrator Robert Fisher was also present. Solicitor Mike Jones was absent.

Randy Daeger motioned to approve the minutes of the November 21th Council meeting with the correction to rescind the motion to approve the pay increase of Village Administrator, Robert Fisher pending court case, seconded by Tim Boss. Vote: all yea.


Ordinance No. 1530-16 re:An Ordinance Amending and Increasing Appropriations for Current Expenses and Other Expenditures of the Village of Paulding, Ohio, During the Year Ending December 31, 2016 was read for the second time.


Ordinance No. 1531-16 re:An Ordinance to make Permanent Appropriations for Current Expenses and Other Expenditures of the Village of Paulding, State of Ohio, During the Year Ending December 31, 2017 was read for the second time.


Resolution No. 1315-16 re: A Resolution Authorizing the Purchase of Supplies for the year 2017 was read for the third time. Randy Daeger motion to approve the legislation, seconded by Robert L. Boyd.Vote:all yea.


Finance Director, Annette Hasch reported that the Department of Labor overtime rule that was supposed to be enacted December 1st, 2016 has been postponed pending litigation.


Robert Fisher presented the Administratorís Agenda. The agenda consisted of the following:



Tim Boss motioned to approve the Administratorís Agenda, seconded by Robert L. Boyd.

Administrator, Robert Fisher is working on getting quotes for the roof repairs at the shop.He also reported that the vehicles involved with the murder trial have been released.The police department is waiting on the owners to pick up vehicles and personal effects.Robert Fisher also reported that the traffic light at Williams and Baldwin is back in operation.Robert Fisher has also contacted Rudy Straley from Straley Realty to get an opinion of value for the Old Utilities Building and the Barnes Hotel lot.


Mayor Greg Reinhart passed around a registration from the Ohio Municipal League for a 1 year subscription for Grant Finder.The cost is $50.It is a searchable database with unlimited access to information and tools to find grants.



††††††††††† Mayor Greg Reinhart said that Dan Bowers from Horsepower Holiday asked him if he could put up a banner up over Williams Street.Dan Bowers asked the Paulding Chamber regarding it and they told him it belonged to the Village.The Mayor will check on this matter further.Dan Bowers also wanted to know if the event could drive on the south end of reservoir to get from the railroad bed to get over to Denny Priceís property to make the ATV Poker Run longer.The Council would prefer that the driveway is used instead.


Mayor Greg Reinhart relayed that the parking ticket fines collected for November 2016 were $100.00. Mayorís Court collected $737.00 for the month of November 2016.


The Paulding Chamber would like to know if they can store their Santa House at the Herb Monroe Park after Christmas for a storage building.They would like to store it just west of where it is presently located.Mayor Greg Reinhart asked the Council members to check out building before next meeting.Barb Rife asked the Village would be liable for any damages to building.It was suggested to prepare a document releasing the Village from any liability.


The Mayor was asked why our Village Police & Fire Trucks do not participate in parades.Robert Fisher will check with our liability insurance company to see if it is a liability issue.



Robert L. Boyd motioned to pay the bills, seconded by Ryan Mapes. Vote: all yea.


Dan Workman motioned to adjourn, seconded by Tim Boss. Vote: all yea.
