Paulding Village Council met in Regular
Session on January 3, 2017, at 6:30 p.m. in Council Chambers at the Municipal
Building. President Pro Tempore Randy Daeger called the meeting to order.
Finance Director Annette Hasch called
roll with the following members present: Randy Daeger, Robert L. Boyd, Ryan
Mapes, Dan Workman, Tim Boss, and Barb Rife. Administrator Robert Fisher was
also present. Solicitor Mike Jones was absent. Mayor Greg Reinhart came after
meeting was in session.
Council elected Randy Daeger President Pro
Tempore for 2017 with the following seating: second seat, Tim Boss; third seat, Barb Rife;
fourth seat, Robert L. Boyd; fifth seat, Ryan Mapes; sixth seat, Dan Workman.
Dan Workman motioned to approve the
minutes of the December 19th Council meeting, seconded by Ryan Mapes Daeger. Vote:
all yea.
Tim Boss reported on the Salary and
Allowance Board Meeting that was held on December 29, 2016. The purpose of the
meeting was two-fold. The first being the Street Department Superintendent Jerry
Smith had given his two week notice of retirement. The second topic was to
discuss possible hourly increases since it has been a couple of years since the
last increase. In an attempt to stay comparable to other village wages in the
area the board is recommending a 4-5% hourly increase be awarded to the Utility
Department, Village Office employees, and the Police Department employees. The
board is also recommending Jason Vance be offered the position of Street
Department Superintendent. The board feels that Jason has the knowledge and
skills to fill this position and we would like to promote from within the
department when possible. Jason will
receive an hourly increase to compensate for the added responsibility and will
be evaluated after one year. We would also like to give Finance Director
Annette Hasch authority to place an ad in the paper advertising for the open
Utility department position. Barb Rife asked how much the 4-5% increase was
going to amount too. Tim Boss responded that it would equate to about $.50 per
employee. Barb Rife wanted to know if our budget would allow for such raises. Mayor
Greg Reinhart also noted that the Police Reserves would receive an hour increase
taking them to $13.00/hour. Effective in January the Utility Office and the
Police Department will be responsible for cleaning their own offices. Robert L.
Boyd motioned to approve the Salary & Allowance Board’s recommendation,
seconded by Dan Workman. Vote: all yea. Annette Hasch asked that the effective
date be January 7, 2016.
Finance Director Annette Hasch met with the Finance
Committee on December 29, 2016 to discuss Miscellaneous Utility Charges and
Zoning Fees. The last time the Zoning fees were looked at was in 2001 and the
Utility Charges had not been changed since 1996. The biggest change for the
Zoning fees is that we are recommending a penalty of $100 for no permit. Randy
Daeger motioned to accept the Finance Committee’s recommendation for Utility
Miscellaneous charges and new Zoning charges, seconded by Dan Workman.
Vote: all yea. These changes will go in
effect February 1, 2017.
Finance Director Annette Hasch asked for
the authorization for the Mayor to sign the pay request #15 for VTF Excavation,
LLC (Phase #2 Sewer Separation project) in the amount of $214,826.62. Barb Rife
motioned to authorize the Mayor to sign the pay request for VTF Excavation,
LLC, seconded by Ryan Mapes. Vote: all yea.
Village Administrator Robert Fisher
reported that the Street Department was in desperate need of a new vehicle. The
2000 Chevrolet was costing us too much money in repairs. In order to save the
Village money he traded the Water Plant truck (2010 Ford F-350) in for two
separate trucks plus $2,600.00. The truck that the Water Plant received was a
2002 Chevrolet ¾ ton truck. The truck
that the Street Department received was a 2009 Ford Ranger. The trade was done
here in town at Integrity Ford.
Mayor Greg Reinhart relayed that the parking ticket
fines collected for December 2016 were $25.00 and the total for the year was
$1,160.00. Mayor’s Court collected $737.00
for the month of December 2016 was 500.00 and the total for the year was
$9,345.00.
Mayor Greg Reinhart said that the Police
Department is going to look into purchasing Tasers. They recently had to have
assistance from the Paulding Co Sheriff’s office. Randy Crawford will be
looking into prices for one in each car.
Mayor Greg Reinhart has reassigned
committees for 2017.
Dan Workman inquired about the snow
removal policy for the sidewalks in town in front of empty buildings. The
O.R.C. 94.11 states that snow and ice removal needs to be within a reasonable
time, which will ordinarily not exceed 12 hours after any storm during with the
snow and ice has accumulated.
Mayor Greg Reinhart wanted people
reminded that if it snows more than two inches that they need to move their
cars if they are parked in the downtown area in the snow route.
Tim Boss asked about the status of turn
lane on Williams Street at Gasser Road. Robert Fisher told him that we are
still waiting on property owner signatures.
Randy Daeger motioned to pay the bills, seconded by Dan
Workman. Vote: all yea.
The
following meeting was scheduled:

meeting—Thursday, January 5, 2017 @ 4:30 p.m.
Randy Daeger asked Council what they
thought about the meeting they recently had regarding the solar panels. The
Census of Council was that a solar panel project was not cost effective to
pursue.
