Paulding Village Council met in Regular Session on February 6, 2017, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor Greg Reinhart called the meeting to order.

 

Finance Director Annette Hasch called roll with the following members present: Randy Daeger, Tim Boss, Barb Rife, Robert L. Boyd, Ryan Mapes and Dan Workman. Administrator Robert Fisher was also present. Solicitor Mike Jones was present via Skype.

 

Barb Rife motioned to approve the minutes of the January 17th Council meeting, seconded by Ryan Mapes. Vote: all yea.

 

Paulette Mills and Lee Rausch from Poggemeyer were present for the Council meeting. Paulette talked about various program grants that are available for Villages. Paulette talked about three of the CDGB (Community Development Block Grant Programs) grant programs that are available were as follows:

·         Critical Infrastructure Grant

·         Neighborhood Revitalization Grant

·         Residential Public Infrastructure Grant

 

Karen Sunday was also present at the meeting regarding water issues in Emerald Acres.  Ryan Mapes told her that the Utility Committee discussed getting some maps and elevation shots of Emerald Acres. Robert Fisher also told Karen that he will be running a camera down the drainage tubes to see if there are any blockages. He also told her that they are planning on fixing one street at a time.

 

Robert L. Boyd reported on the Utility Committee meeting held on January 23, 2017.  Water Tap Policy was discussed during that meeting. Randy Daeger motioned to approve the Utility Committee meeting report, seconded by Tim Boss. Vote: all yea.

 

Barb Rife reported on the Buildings & Grounds Committee meeting held on January 23, 2017. At the meeting the old Hotel Property and the old Utility Office were discussed. Robert Fisher received a market value price of $7,500 for the old Hotel Property and $20,000 for the old Utility Office. The committee recommended the Village Administrator to advertise for bids for the old Hotel property. It was tabled at this time about selling the old Utility Office because of old records and office furniture stored in the upstairs.

 

Resolution No. 1317-17 re: A Resolution Authorizing the Village Administrator to Dispose of Various Village Equipment was read for the first time.

 

Ordinance No. 1532-17 re:  An Ordinance Approving, Adopting and Enacting American Legal Publishing’s Ohio Basic Code, 2017 Edition, as the Code of Ordinances for the Municipality of Paulding, Ohio, and Declaring an Emergency was read for the first time. Robert L. Boyd motioned to suspend the rules and declare an emergency, seconded by Ryan Mapes.  Vote: all yea. Robert L. Boyd motioned to approve legislation, seconded by Dan Workman.  Vote: all yea.

 

Finance Director Annette Hasch asked for the authorization for the Village Administrator Robert Fisher to sign the proposal for Nelson Tank construction inspection (Grant St Water Tower Project) in the amount of $5,710.00. Barb Rife motioned to authorize the Village Administrator to sign the proposal for Nelson Tank, seconded by Dan Workman. Vote: all yea.

 

Finance Director Annette Hasch asked for the approval of Access Engineering invoice for $2,000 for the Grant Street Water Tower Project. Dan Workman motioned to authorize the payment to Access Engineering in the amount of $2,000, seconded by Ryan Mapes. Vote: all yea.

 

Finance Director Annette Hasch asked for the approval of Access Engineering invoice for $15,000 for the Perry, Cherry, Emerald and Various Street Improvements Project. Ryan Mapes motioned to authorize the payment to Access Engineering in the amount of $15,000, seconded by Robert L. Boyd. Vote: all yea.

 

Finance Director Annette Hasch asked for the approval of Access Engineering invoice for $34,750 for the US 127 & Gasser Road Intersection Project. Tim Boss motioned to authorize the payment to Access Engineering in the amount of $34,750, seconded by Dan Workman. Vote: all yea.

 

Robert Fisher presented the Administrator’s Agenda. The agenda consisted of the following:

 

 

Randy Daeger motioned to approve the Administrator’s agenda, seconded by Dan Workman. Vote: all yea.

           

Mayor Greg Reinhart relayed that the EMS report for December 2016 and January 2017 is in the Council packet.

 

Mayor Greg Reinhart relayed that the parking ticket fines collected for January 2017 were $50.00. Mayor’s Court collected $310.00 for the month of January 2017.

 

A letter from Lafarge regarding a comprehensive performance testing that they will perform on or about March 6, 2017.

 

Mayor Greg Reinhart received a letter from Paulding County Commissions that there is some funding available for tearing down some empty houses. Deadline is March 1, 2017.

 

Mayor Greg Reinhart mentioned that he toured the new Bargain Bin that just opened.

 

Solicitor Mike Jones said that USDA Rural Development sent that Village a request to create a Limited English Proficiency (LEP) plan. The Village has received financial assistance from USDA Rural Development for the construction of the water plant. A resolution will be prepared for the next Council Meeting.

 

Tim Boss mentioned that the Recreation Board met earlier today. The Recreation

Board would like to set-up a “Friends of the Village Parks” 501(3)(c) company.

 

Ryan Mapes said there are some drainage issues at Williams St. and Jackson St. at the catch basin.  Also, another location is at Emerald Road and Baldwin when we receive heavy rain.

 

Robert L. Boyd motioned to pay the bills, seconded by Ryan Mapes. Vote: all yea.

 

Randy Daeger motioned for Council to move into Executive Session to discuss the potential sale of Village real estate and an old Ordinance regarding personnel living in the Village limits, seconded by Dan Workman. Vote: all yea.

 

Randy Daeger motioned for Council to move into Regular Session, seconded by Robert L. Boyd.  Vote:  all yea.

·         Street Committee—Monday, February 13, 2017 @ 5:00 p.m.

·         Utility Committee—Monday, February 13, 2017 immediately after Street Committee meeting.

·         Recreation Committee—Saturday, February 18, 2017 @ 1:00 p.m.

·         Safety Committee—Saturday, February 18, 2017 immediately after Recreation Committee.

·         Committee of the Whole—Monday, February 20, 2017 @5:00 p.m.

·         Building & Grounds—Monday, February 20, 2017 immediately after Committee of the Whole meeting.

·         Planning Commission—Thursday, February 23, 2017 @ 4:30 p.m.
