Paulding Village Council met in Regular Session on March 6, 2017, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor Greg Reinhart called the meeting to order.
Finance Director Annette Hasch called roll with the following members present: Randy Daeger, Tim Boss, Barb Rife, Robert L. Boyd, Ryan Mapes and Dan Workman. Administrator Robert Fisher was also present. Solicitor Mike Jones was present via Skype.
Dan Workman motioned to approve the minutes of the February 21st Council meeting, seconded by Robert L. Boyd. Vote: all yea.
Zoning Inspector, Ron Schmidt was present for the Council meeting. He presented the Planning Commission meeting minutes from February 23, 2017. The Harvest Company was asking for a variance for height zoning restrictions. Tim Boss motioned to approve the Planning Commission recommendation to approve variance, seconded by Dan Workman. Vote: all yea.
Tim Boss reported on the Recreation Committee meeting held on February 28, 2017. The committee discussed the possibility of having a Randall Smith Memorial Softball Tournament on June 17th at the Reservoir Park. The discussion was tabled until more information could be obtained for the committee.
Resolution No. 1319-17 re: A Resolution Providing for the Approval of an Enterprise Zone Agreement to be Entered into by the Village of Paulding, Ohio, Paulding County Commissioners, Paulding Exempted Village Schools, Vantage Career Center, PCED, Inc. and Baker-Shindler Contracting Co. an Declaring An Emergency was read for the first time. Robert L. Boyd motion to suspend the rules and declare an emergency, seconded by Randy Daeger. Vote: all yea. Ryan Mapes motioned to approve the legislation, seconded by Robert L. Boyd. Vote: all yea.
Resolution No. 1318-17 re: A Resolution Approving a Limited English Proficiency (LEP) policy for the Village of Paulding, Ohio was read for the second time.
Ordinance No. 1533-17 re: An Ordinance Prohibiting through Truck Traffic on South Main Street as Designated between East Perry Street and East Wayne Street and on East Wayne Street as Designated between South Williams Street and South Main Street in the Village of Paulding was read for the second time.
Resolution No. 1317-17 re: A Resolution Authorizing the Village Administrator to Dispose of Various Village Equipment was read for the third time. Robert L. Boyd motioned to approve the legislation, seconded by Ryan Mapes. Vote: all yea.
Finance Director Annette Hasch requested a $52,500.00 transfer from the Income Tax Fund (#102) to the Police Fund (#208). Tim Boss motioned to approve the transfer of $52,500.00 from the Income Tax Fund to the Police Fund, seconded by Robert L. Boyd. Vote: all yea.
Robert Fisher presented the Administrator’s Agenda. The agenda consisted of the following:

Mayor Greg Reinhart relayed that the parking ticket fines collected for February 2017 were $25.00. Mayor’s Court collected $590.00 for the month of February 2017.
Mayor, Greg Reinhart announced that Reserve Officer, Nathaniel Trausch has resigned.
Mayor, Greg Reinhart received a letter from Solicitor, Mike Jones that was sent to him from the Ethics Commission. Per the Ethics Commission there was a lack of supporting documentation evidence to the Mayor terminating the Police Reserve Officer, Brandon Shuherk.
Randy Daeger motioned to pay the bills, seconded by Tim Boss. Vote: all yea.
