Paulding Village Council met in Regular
Session on April 17, 2017, at 6:30 p.m. in Council Chambers at the Municipal
Building. Mayor Greg Reinhart called the meeting to order.
Finance Director Annette Hasch called
roll with the following members present: Randy Daeger, Tim Boss, Barb Rife, Robert
L. Boyd, Ryan Mapes and Dan Workman. Administrator Robert Fisher was also
present. Solicitor Mike Jones was present via Skype.
Dan Workman motioned to approve the
minutes of the April 3rd Council meeting, seconded by Randy Daeger. Vote: all
yea.
Karen
Sunday asked about status of Emerald Acres. Robert told Karen that the street
guys are still working on the project fixing collapsed tile and blockages. There
has been approximately 330 feet of new storm sewer drain installed on the south
side of Helen Street raining. At least three quarters of the north side of
Helen Street is block free. Tap drains will be installed as soon as they make
it down to the end of Helen Street. There will be approximately 32 tap drains
installed.
Robert L. Boyd reported on the Salary
& Allowance Committee meeting held on April 10, 2017. The committee is
working on updating the employee handbook. Another meeting will be setup to
continue the process.
Tim Boss reported on Recreation Board
member, Carol Cowell’s repair recommendations for Lafountain Park. Carol has received notification from Paulding
Ace Hardware that they do the needed repairs for the playstation at Lafountain Park.
They will bill us for the supplies and donate the labor. Also, Carol has
received a quote from Eric’s Paintworks and Pressure Washing for washing and stain
the playstation wood work. His quote is
for $6,400. Dan Workman motioned to
approve the Lafountain Park repairs, seconded by Barb Rife. Vote: all yea.
Resolution No. 1320-17 re: A
Resolution Authorizing the Village of Paulding, Ohio, to Participate in the
State of Ohio NatureWorks Grant Program was read for the third time. Randy Daeger motioned to approve legislation,
seconded by Ryan Mapes. Vote: all yea.
Finance Director Annette Hasch asked for
the approval of Access Engineering’s invoice for $24,750 for the US 127 &
Gasser Road Intersection Project. Barb Rife motioned to authorize the payment
to Access Engineering in the amount of $24,750, seconded by Robert L. Boyd.
Vote: all yea.
Finance Director Annette Hasch asked for
the approval of VTF Excavation, LLC’s pay request for $28,642.34 for the Water
Meter Replacement Project. Robert L. Boyd motioned to authorize Mayor Reinhart
to sign the Ohio Public Works Commission pay request for VTF Excavation, LLC in
the amount of $28,642.34, seconded by Tim Boss. Vote: all yea.
Finance Director Annette Hasch asked for
the authorization for the Mayor and her to sign the Ohio Public Works
Commission signature page for Pay Request #9 (Water Meter Replacement). Barb
Rife motioned to authorize the Mayor and Finance Director to sign the signature
pay request #9, seconded by Randy Daeger. Vote: all yea.
Robert Fisher presented the Administrator’s Agenda. The
agenda consisted of the following:

Agenda, seconded by Dan Workman. Vote: all yea.
Mayor Greg Reinhart relayed that the EMS report March
2017 is in the Council packet.
Mayor Greg Reinhart relayed that Vantage Vocational
School will be starting on the Pavilion at the Reservoir as soon as the steel
comes in. He also noticed that some of the shingles have blown off of the
restrooms at the Reservoir Park.
Solicitor Mike Jones had corresponded by
e-mail with Craig Knapke and a Rite Aid representative regarding the N.
Williams/Gasser Intersection Improvement Project. Rite Aid has agreed to
provide the Village the property that we will need to proceed with the project.
They are reworking the easement agreement that we allow temporary work to be
done and the bidding process to begin. This will eliminate the need for Council
to pass a Resolution of a notice of intent to take the property by eminent
domain. It is Mike’s understanding that all four property owners are going to
donate to the Village. It is approximately 450 square feet per property owner.
The
Village will be watering the new trees along N. Williams Street.
Randy Daeger motioned to pay the bills, seconded by
Barb Rife. Vote: all yea.
