Paulding Village Council met in Regular Session on May 1, 2017, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor Greg Reinhart called the meeting to order.
Finance Director Annette Hasch called roll with the following members present: Randy Daeger, Tim Boss, Barb Rife, Robert L. Boyd, Ryan Mapes and Dan Workman. Administrator Robert Fisher was also present.
Randy Daeger motioned to approve the minutes of the April 17th Council meeting, seconded by Robert L. Boyd. Vote: all yea.
Karen Sunday asked about status of Emerald Acres. The status would be reported in the Administrator’s Agenda.
Robert L. Boyd reported on the Salary & Allowance Committee meeting held on April 24, 2017. The committee is working on updating the employee handbook. Another meeting will be setup to continue the process.
Randy Daeger reported on the Ordinance Committee Meeting held on April 24, 2017. Park. The committee is looking at amending the Zoning Ordinance No. 656 and adding a new section to regulations to re-occupancy of vacant properties. The committee would like to change the certificate of compliance from the Administrator to a Building Inspector (90.242). This change will be given to the Solicitor for the next meeting. We will have to find a Building Inspector to do these inspections.
Tim Boss reported on the Recreation Board meeting held on May 1, 2017. The board would like to hire Victoria Burtch, Jayde Garcia, Hailey Weidenhamer, Sydney McCullough, Emily Deatrich, Reagan Akom, Zoe Kochel, and Suzanne Manz for the concessions at the Pool for the 2017 Pool Season. The board would also like to offer a free admittance for opening day to advertise the Pool and half-off one day a week in June (the day to be decided later). They are also wanting to offer groups $1 admittance with prior notice and roster. The Pool hours are extended to 12-9 Monday thru Saturday and 1-7 on Sunday. It has been approved by Mark Hench to donate $5,000 for the shade structure at the Skatepark. Greg Thatcher has been contracted to install a concrete pad for the structure. The structure will be ordered from Lowe’s or Menards. Randy Daeger motioned to approve the Recreation Board’s report, seconded by Ryan Mapes. Vote: all yea.
Finance Director Annette Hasch requested a $37,324.01 transfer from the Income Tax Fund (#102) to the Sewer Sep Cap Imp Fund (#612). This is to pay the capitalized interest for the Phase #2 Sewer Separation Project. Barb Rife motioned to approve the transfer of $37,324.01 from the Income Tax Fund to the Sewer Sep Cap Imp Fund, seconded by Dan Workman. Vote: all yea.
Annette Hasch also wanted to thank Paulding Ace Hardware for their donation of labor and supplies for the Lafountain Park Playstation repairs.
Robert Fisher presented the Administrator’s Agenda. The agenda consisted of the following:

Mayor Greg Reinhart relayed that the Mayor’s Court collected $1,289.00 for the month of April 2017.
Mayor Greg Reinhart relayed that Lori Clark has resigned from the Cemetery Board.
Mayor Greg Reinhart relayed that ODOT doesn’t want to detour traffic as it was during Phase #2 of the Sewer Separation Project for John Paulding Days. A new parade will be needed or all four sides of the square will not be able to be shut down for the festival. ODOT was okay with the detour as it was for prior festival detours.
Randy Daeger motioned to pay the bills, seconded by Robert L. Boyd. Vote: all yea.
Robert L. Boyd motioned for Council to move into Executive Session to consider the employment of a public employee and a pending legal matter, seconded by Dan Workman. Vote: all yea.
Randy Daeger motioned for Council to move into Regular Session, seconded by Robert L. Boyd. Vote: all yea.
Ordinance No. 1535-17 re: An Ordinance for the Employment of Rachel L. Jones as Solicitor for the Village of Paulding, Paulding County, Ohio was read for the first time. Dan Workman motioned to suspend the rules, seconded by Randy Daeger. Vote: all yea. Tim Boss motioned to approve legislation, seconded by Ryan Mapes. Vote: all yea.
