Paulding Village Council met in Regular Session on August 7, 2017, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor Greg Reinhart called the meeting to order.

 

Finance Director Annette Hasch called roll with the following members present: Randy Daeger, Tim Boss, Barb Rife, Robert L. Boyd, and Ryan Mapes. Administrator Robert Fisher was also present. Council member Dan Workman was absent, along with Solicitor Rachel L. Jones.

 

Randy Daeger motioned to approve the minutes of the July 17th Council meeting, seconded by Ryan Mapes. Vote: all yea.

 

Dave Burtch extended an invitation to the Paulding Chamber Downtown Revitalization Committee meeting on August 15, 2017 @ 12:00 p.m.

 

Randy Daeger reported on the Ordinance Committee meeting held on July 27, 2017.  Sarah Keeran from Antwerp Village was present.  There was not enough committee members present so therefore it was just a question and answer session.  Another Ordinance Committee will need to be set up.

 

Finance Director Annette Hasch requested a $52,500.00 transfer from the Income Tax Fund (#102) to the Police Fund (#208). Robert L. Boyd motioned to approve the transfer of $52,500.00 from the Income Tax Fund to the Police Fund, seconded by Barb Rife. Vote: all yea.

 

Finance Director Annette Hasch requested a $92,630.83 transfer from the Income Tax Fund (#102) to the General Fund (#101). Ryan Mapes motioned to approve the transfer of $92,630.83 from the Income Tax Fund to the General Fund, seconded by Robert L. Boyd. Vote: all yea.

 

Finance Director Annette Hasch requested a $30,876.94 transfer from the Income Tax Fund (#102) to the Capital Improve Fund (#507).  Robert L. Boyd motioned to approve the transfer of $30,876.94 from the Income Tax Fund to the Capital Improve Fund, seconded by Ryan Mapes. Vote: all yea.

 

 

Robert Fisher presented the Administrator’s Agenda. The agenda consisted of the following:

 

           

            Barb Rife motioned to approve the Administrator’s Agenda items 1 through 3, seconded by Randy Daeger. Vote: all yea.

 

Mayor Greg Reinhart relayed that the parking ticket fines collected for July 2017 were $50.00.

 

Mayor Greg Reinhart relayed that the Mayor’s Court collected $1,044.00 for the month of July 2017.

 

Jim Durre has resigned from the Board of Zoning Appeals. 

 

Matt Strahley was put on the Police Reserves at the beginning of the year, but with a break of service was going to need more schooling.  He has not done the schooling so the Mayor is removing him from the Police Reserves.

 

Mayor Greg Reinhart relayed that the EMS report July 2017 is in the Council packet.

 

Randy Daeger motioned to pay the bills, seconded by Ryan Mapes. Vote: all yea.

 

Barb Rife motioned for Council to move into Executive Session to consider the employment of a public employee and a pending legal matter, seconded by Randy Daeger. Vote: all yea.

 

Barb Rife motioned for Council to move into Regular Session, seconded by Tim Boss.  Vote:  all yea.

 

 

The following meetings were scheduled:

 

·         Street Committee—Monday, August 14, 2017 @ 5:00 p.m.

·         Utility Committee—Monday, August 14, 2017 immediately after Street Committee meeting.

·         Ordinance Committee—Tuesday, August 22, 2017 @ 5:00 p.m.

·         Salary & Allowance Committee—Tuesday, August 22, 2017@ 6:00 p.m.
