Paulding Village Council met in Regular Session on September 5, 2017, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor Greg Reinhart called the meeting to order.


Finance Director Annette Hasch called roll with the following members present: Randy Daeger, Tim Boss, Barb Rife, Robert L. Boyd, Ryan Mapes, and Dan Workman. Administrator Robert Fisher was also present, as was Solicitor Rachel L. Jones. 


Dan Workman motioned to approve the minutes of the August 21st Council meeting, seconded by Ryan Mapes. Vote: all yea.


Randy Daeger reported on the Ordinance Committee meeting held on August 24, 2017.  The following items were discussed:


1)      Discussion centered on creating an ordinance dealing with vacant residential and commercial buildings.  Dave Burtch passed out ordinances from neighboring towns that deal with this topic.  Dave is involved in the downtown revitalization through the Paulding Chamber.  It was decided that the ordinances be taken home and reviewed.  Another Ordinance Committee will be set up.

2)      The sign ordinance was also discussed.  Solicitor, Rachel Jones recommended that Ordinance No. 1362-07 be repealed and a new Ordinance be created to encompass Ordinance No. 1362-07 and Zoning Regulation No. 90.21.


Barb Rife approved the Ordinance Committee’s report, seconded by Dan Workman.

Vote:  all yea.



Barb Rife reported on the Street Committee meeting held on August 30, 2017.  The meeting for an application for permit to close Caroline Street between N. Williams Street and Cherry St. submitted by the Paulding Presbyterian Church.  They are hosting a 5th Quarter Teen Party on September 29th and October 6th for this event.  The event time is from 8:30 p.m. to 11:30 p.m.  The committee is allowing the mayor to sign the permit.

  Annette Hasch also mentioned that she was not able to find an Ordinance for the one-way alley by the Branch Fellowship Church between Main Street and Water Street.  It was recommended to take the one-way sign down in the alley on September 15, 2017.  It will then be a two-way alley.


Randy Daeger approved the Street Committee’s report, seconded by Tim Boss.

Vote:  all yea.



Resolution No. 1324-17 re: A Resolution Authorizing the Village of Paulding to Prepare and Submit an Application to Participate in the Ohio Public Works Commission State Capital Improvement and/or Local Transportation Improvement Program(s) and to Execute Contracts as Required and Declaring An Emergency was read for the first time.  Robert L. Boyd motioned to suspend the rules and declare an emergency, seconded by Randy Daeger. Vote: all yea.  Barb Rife motioned to approve the legislation, seconded by Randy Daeger. Vote: all yea.


Resolution No. 1325-17 re: A Resolution Accepting the Amounts and Rate as Determined by the Budget Commission and Authorizing the Necessary Tax Levies and certifying them to the County Auditor was read for the first time.



Robert Fisher presented the Administrator’s Agenda. The agenda consisted of the following:



Dan Workman motioned to approve the Administrator’s Agenda, seconded by Barb Rife.  Vote: Dan Workman, yea; Barb Rife, yea; Randy Daeger, yea; Tim Boss, yea; Robert L. Boyd, no; Ryan Mapes, no.


            Mayor, Greg Reinhart received a letter of resignation from Seth Greear from the Police Reserves effective September 4, 2017.


            Received a notice of Class 1 Permit Modification from Lafarge North America.


Randy Daeger motioned to pay the bills, seconded by Ryan Mapes. Vote: all yea.


Randy Daeger motioned for Council to move into Executive Session to consider a pending legal matter, seconded by Dan Workman. Vote: all yea.


Ryan Mapes motioned for Council to move into Regular Session, seconded by Dan Workman.  Vote:  all yea.


The following meetings were scheduled:


·         Ordinance Committee—Wednesday, September 13, 2017 @ 5:00 p.m.

·         Street Committee—Wednesday, September 13, 2017 @ 6:00 p.m.

·         Salary & Allowance Committee—Monday, September 18, 2017 @ 5:15 p.m.
