Paulding Village Council met in Regular
Session on September 18, 2017, at 6:30 p.m. in Council Chambers at the
Municipal Building. Mayor Greg Reinhart called the meeting to order.
Finance Director Annette Hasch called
roll with the following members present: Randy Daeger, Tim Boss, Barb Rife, Robert
L. Boyd, Ryan Mapes, and Dan Workman. Administrator Robert Fisher was also
present, as was Solicitor Rachel L. Jones.
Randy Daeger motioned to approve the
minutes of the September 5th Council meeting, seconded by Barb Rife. Vote: all
yea.
Dave Burtch from the Paulding County
Vision Board was in attendance. He asked
if anyone had turned in their Paulding County Vision survey. They would like to have approximately 700 to
800 surveys completed by September 22.
The board wants to be able to use the data from the surveys for the
downtown revitalization efforts. The
Downtown Revitalization Committee has joined Heritage Ohio. It is a non-profit organization that helps
with downtown revitalizations. It will
cost $5,000 to join this organization.
They are in the process of raising money.
Dave Burtch announced that the new
Paulding Chamber Director is Mikayla Pieper.
Robert L. Boyd reported on the Salary
& Allowance committee meeting held on September 18, 2017. The following item was discussed:
1)
The completion of
the Employee Handbook regarding the Police and Fire Department was discussed. The handbook is in the finalization
stage. The next step will be to wait for
the review from Clemans, Nelson & Associates.
Resolution No. 1325-17 re: A
Resolution Accepting the Amounts and Rate as Determined by the Budget
Commission and Authorizing the Necessary Tax Levies and certifying them to the
County Auditor was read for the second time.
Village Administrator, Robert Fisher reported that the
work is still continuing in Emerald Acres on Helen Street. Ground restoration and yard drains are still
being worked on. The installation of the
new outflow pipe that will run from the South end of Dennis Street to Flat Rock
Creek after the crops are harvested is still on the schedule. Robert said there is a section on Helen
Street between Emerald Road and Robert St that he would also like to get
completed this year.
Mayor, Greg Reinhart stated that the
August 2017 Police Activity Report is in the Council packet.
Mayor Greg Reinhart relayed that the EMS report August
2017 is in the Council packet.
Mayor, Greg Reinhart presented an application for
Street Right-A-Way Permit for Windstream for 9/25/17 thru 10/6/17 to install
cable under the road. Barb Rife motioned
to approve Windstream’s permit, seconded by Dan Workman. Vote:
all yea.
Mayor, Greg Reinhart presented an application for
Street Right-A-Way Permit for Paulding High School Homecoming Parade for
9/29/17. Barb Rife motioned to approve
Paulding High School’s Homecoming Parade permit, seconded by Robert L.
Boyd. Vote: all yea.
The Paulding Economic Development banquet will be October
19, 2017. Please let the Mayor if you
would like to attend.
Randy Daeger motioned to pay the bills, seconded by Ryan
Mapes. Vote: all yea.
Randy Daeger motioned for Council to move into
Executive Session to consider the employment of a public employee, seconded by
Robert L. Boyd. Vote: all yea.
Randy Daeger motioned for Council to move into Regular
Session, seconded by Dan Workman.
Vote: all yea.
