Paulding Village Council met in Regular Session on March 20, 2017, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor Greg Reinhart called the meeting to order.

 

Finance Director Annette Hasch called roll with the following members present: Randy Daeger, Tim Boss, Barb Rife, Robert L. Boyd, Ryan Mapes and Dan Workman. Administrator Robert Fisher was also present. Solicitor Mike Jones was present via Skype.

 

Randy Daeger motioned to approve the minutes of the March 6th Council meeting, seconded by Ryan Mapes. Vote: all yea.

 

            Karen Sunday asked about status of Emerald Acres. Robert Fisher and the street guys cleaned out several catch basins and ran the sewer jet through some of the drains. Robert told Karen that we need to wait for the weather to cooperate.

 

            Peggy Emerson from the Chamber of Commerce was present at the meeting along with Dave Burtch. They will be starting to raise money for the upcoming fireworks.

 

            Clint Vance asked about draining issues at the Jackson Street and Williams Street intersection.  Robert Fisher told him that he was aware of the situation and has spoken to Jones & Henry about the catch basis and tile at that location. The tile in that area seems to be undersized.  Robert will be talking to Jones & Henry more about the problem.

 

Tim Boss reported on the Recreation Committee meeting held on March 9, 2017. The committee is okay with the use of the Reservoir Park to be used for the Randall Smith Memorial Softball Tournament on June 17th.  The committee recommends that the field rental be waived, but the security deposit will still be required. Barb Rife motioned to approve the Recreation Committee report, seconded by Randy Daeger. Vote: all yea.

 

Robert L. Boyd reported on the Salary & Allowance Committee meeting held on March 16, 2017.  The committee is working on updating the employee handbook. Another meeting will be setup to continue the process.

 

Barb Rife reported on the Street Committee meeting held on March 14, 2017. The John Paulding Day Parade and event were discussed. The main topics discussed were the parade route and traffic re-routing. The Chamber would like all four side of the Courthouse square be closed during the event. The committee is recommending that the existing parade route stay the same and that all four sides are closed during the event. The other topic discussed during the committee was the new revised “Application For Permit for use of Street Right-of-Ways and Property Located within the Corporation Limits of the Village of Paulding, Ohio” permit. Tim Boss motioned to approve the Street Committee report, seconded by Dan Workman. Vote:  all yea.

 

Barb Rife reported on the Buildings & Grounds Committee meeting held on March 16, 2017. The topics discussed at the meeting were the sale of Village property. The committee is recommending that the “Old Hotel Property” be advertised with a minimum bid of $5,000 and the “Old Fire House/Utility Office” be advertised with a minimum bid of $20,000 and a stipulation that the seller has 3-6 months to remove contents of building. Randy Daeger motioned to approve the Buildings & Grounds Committee report, seconded by Tim Boss. Vote: all yea. 

 

Resolution No. 1320-17 re: A Resolution Authorizing the Village of Paulding, Ohio, to Participate in the State of Ohio NatureWorks Grant Program was read for the first time.

 

Resolution No. 1321-17 re: A Resolution Authorizing the Mayor of the Village of Paulding to Apply for, Accept, and Enter into a Water Pollution Control Loan Fund agreement for Planning of Waste Water Facilities and Designating a Dedicated Repayment Source for the Loan was read for the first time. Dan Workman motioned to suspend the rules, seconded by Randy Daeger. Vote: all yea. Barb Rife motioned to approve the legislation, seconded by Dan Workman. Vote: all yea.

 

Ordinance No. 1534-17 re: An Ordinance Authorizing the Advertisement for Bids for the Sale of the “Barnes Hotel” Property and the “Old Utilities Building” Property both Located in the Village of Paulding, Ohio was read for the first time. Randy Daeger motioned to suspend the rules, seconded by Ryan Mapes. Vote: all yea. Tim Boss motioned to approve the legislation, seconded by Dan Workman. Vote: all yea.

 

Resolution No. 1318-17 re: A Resolution Approving a Limited English Proficiency (LEP) policy for the Village of Paulding, Ohio was read for the third time. Randy Daeger motioned to approve the legislation, seconded by Barb Rife. Vote: all yea.

 

Ordinance No. 1533-17 re: An Ordinance Prohibiting through Truck Traffic on South Main Street as Designated between East Perry Street and East Wayne Street and on East Wayne Street as Designated between South Williams Street and South Main Street in the Village of Paulding was read for the third time. Dan Workman motioned to approve the legislation, seconded by Ryan Mapes. Vote: all yea.

 

Finance Director Annette Hasch asked for the approval of VTF Excavation, LLC’s pay request for $93,736.04 for the Water Meter Replacement Project. Dan Workman motioned to authorize Mayor Reinhart to sign the Ohio Public Works Commission pay request for VTF Excavation, LLC in the amount of $93,736.04, seconded by Ryan Mapes. Vote: all yea.

 

Finance Director Annette Hasch asked for the authorization for the Mayor and her to sign the Ohio Public Works Commission signature page for Pay Request #8 (Water Meter Replacement). Ryan Mapes motioned to authorize the Mayor and Finance Director to sign the signature pay request #8, seconded by Dan Workman. Vote: all yea.

 

Finance Director Annette Hasch requested a $30,000.00 transfer from the Income Tax Fund (#102) to the Sewer Cap Imp Fund (#604) to pay off a note. Dan Workman motioned to approve the transfer of $30,000.00 from the Income Tax Fund to the Sewer Cap Imp Fund, seconded by Ryan Mapes. Vote: all yea.

 

Finance Director Annette Hasch requested a $314,000.00 transfer from the Income Tax Fund (#102) to the Street (#201) to pay off a note. Ryan Mapes motioned to approve the transfer of $314,000.00 from the Income Tax Fund to the Street Fund, seconded by Randy Daeger. Vote: all yea.

 

Robert Fisher presented the Administrator’s Agenda. The agenda consisted of the following:

            Robert Fisher also mentioned that Laurie’s Naturescapes will start planting the trees along Williams Street on April 4th.

 

Mayor Greg Reinhart relayed that there will be two public open house meetings in the region to provide an opportunity for the public to review and comment on the draft of the Statewide Transportation Improvement Program (STIP).  Contact Maumee Valley Planning Organization for further information.

 

Mayor Greg Reinhart received a letter from Paulding County Treasurer’s office to offer assistance to Village’s in the county with foreclosure/tax sale proceedings.  They have asked Village’s to send them two homes that are the biggest risk in our community.

 

Mayor Greg Reinhart also announced that there is an opening seat on the Recreation Board and also on the Planning Commission Board if anyone is interested.

           

Ryan Mapes motioned to pay the bills, seconded by Randy Daeger. Vote: all yea.
