Paulding Village Council met in Regular
Session on October 16 2017, at 6:30 p.m. in Council Chambers at the Municipal
Building. Mayor Greg Reinhart called the meeting to order.
Finance Director Annette Hasch called
roll with the following members present: Randy Daeger, Tim Boss, Barb Rife, Robert
L. Boyd, Ryan Mapes, and Dan Workman. Administrator Robert Fisher was also
present, as was Solicitor Rachel L. Jones.
Robert L. Boyd motioned to approve the
minutes of the October 2nd Council meeting, seconded by Ryan Mapes. Vote: all
yea.
Dave Burtch handed out a Public Notice
sheet for the Paulding County Vision Board upcoming meetings.
Dave Burtch also asked if the Village is
going to invest in the downtown revitalization program.
Finance Director Annette Hasch asked for
the authorization for the Mayor to sign the Certificate of Substantial Completion
for the Water Meter Replacement Project. Robert L. Boyd motioned to authorize
the Mayor to sign the Certificate of Substantial Completion for the Water Meter
Replacement Project, seconded by Dan Workman. Vote: all yea.
Finance Director Annette Hasch asked for
the authorization for the Mayor to sign the Change Order No. #1-Final for VTF
Excavation, LLC (Water Meter Replacement) in the amount of
($34,210.77). Barb Rife motioned to authorize the Mayor to sign the Change Order
#1-Final for VTF Excavation, LLC, in the amount of ($34,210.77), seconded by Robert
L. Boyd. Vote: all yea.
Finance Director Annette Hasch asked for
the authorization for the Mayor to sign the Change Order No. #1-Final for
Ferguson Enterprises, (Water Meter Replacement-Materials) in the amount of
($26,142.00). Dan Workman motioned to authorize the Mayor to sign the Change
Order #1-Final for Ferguson Enterprises in the amount of ($26,142.00), seconded
by Ryan Mapes. Vote: all yea.
Finance Director Annette Hasch asked for
the authorization for the Mayor to sign the pay request for VTF Excavation, LLC
(Water Meter Replacement) in the amount of $33,737.55. Robert L. Boyd motioned
to authorize the Mayor to sign the pay request for VTF Excavation, LLC,
seconded by Dan Workman. Vote: all yea.
Finance Director Annette Hasch asked for
the authorization for the Mayor and her to sign the Ohio Public Works
Commission signature page for Pay Request #13 (Water Meter Replacement). Dan
Workman motioned to authorize the Mayor and Finance Director to sign the
signature pay request #13, seconded by Ryan Mapes. Vote: all yea.
Finance Director Annette Hasch asked for
the authorization for the Mayor to sign the pay request for Gerken Paving, Inc.
(Perry, Cherry, Emerald, & Various Street Improvement Project) in the
amount of $588,313.40. Robert L. Boyd motioned to authorize the Mayor to sign
the pay request for Gerken Paving, Inc., in the amount of $588,313.40, seconded
by Ryan Mapes. Vote: all yea.
Finance Director Annette Hasch asked for
the authorization for the Mayor and her to sign the Ohio Public Works
Commission signature page for Pay Request #4 (Perry, Cherry, Emerald, &
Various Street Improvement Project). Ryan Mapes motioned to authorize the Mayor
and Finance Director to sign the signature pay request #4, seconded by Robert
L. Boyd. Vote: all yea.
Finance Director Annette Hasch also
mentioned that the political signs are not supposed to be in the Village-Right-Away
which is between the street and the sidewalk.
Robert Fisher presented the Administrator’s Agenda.
The agenda consisted of the following:
Barb Rife motioned to approve the Administrator’s
Agenda, seconded by Tim Boss. Vote: all yea.
Robert Fisher reported that nothing
was done on Helen Street do to shortage of manpower. Everything is still on schedule for the
project. There was a new catch basin
installed on Walnut Street.
Solicitor,
Rachel Jones reported that the Village was allowed to contribute for economic
development under the ORC 717.20-Expending funds for promotion of
tourism. The legislative authority of a
municipal corporation may appropriate moneys from its general fund to be
expended by a nonprofit organization for the public purpose of encouraging
economic development of the municipal corporation or area through promotion of
tourism. Semiannual reports on the use
of the expenditures shall be made to the legislative authority by the nonprofit
organization.
Barb Rife motioned to contribute $1,000 to the Friends of
the Paulding Chamber Downtown Revitalization Group, seconded by Dan
Workman. Vote: all yea.
Mayor, Greg Reinhart presented an application for
Street Right-A-Way Permit for the Lions Club parade for 10/28/17 at 3:00 p.m. Barb Rife motioned to approve the Lions
Club’s permit, seconded by Robert L. Boyd.
Vote: all yea.
Mayor, Greg Reinhart reported that he previously
approved a Street Right-A-Way Permit for Habitat for Humanity’s Hog Run.
The Village received a letter from
the EPA approving Phase #3 Design loan for $300,000.
Mayor Greg Reinhart relayed that the Mayor’s Court
collected $1,050.00 for the month of September 2017.
Mayor, Greg Reinhart appointed Shannon Ruschel to the Zoning
Board of Appeals.
Mayor Greg Reinhart relayed that the EMS report
September 2017 is in the Council packet.
Randy Daeger motioned to pay the bills, seconded by Robert
L. Boyd. Vote: all yea.
Dan Workman motioned for Council to move into
Executive Session to consider a pending legal matter, seconded by Ryan Mapes.
Vote: all yea.

Session, seconded by Robert L. Boyd.
