Paulding Village Council met in Regular
Session on November 6 2017, at 6:30 p.m. in Council Chambers at the Municipal
Building. Mayor Greg Reinhart called the meeting to order.
Finance Director Annette Hasch called
roll with the following members present: Randy Daeger, Tim Boss, Barb Rife, Robert
L. Boyd, Ryan Mapes, and Dan Workman. Administrator Robert Fisher was also
present. Solicitor, Rachel L. Jones was
absent.
Dan Workman motioned to approve the
minutes of the October 16th Council meeting, seconded by Robert L. Boyd. Vote: all
yea.
Dave Burtch announced that the
application for the Downtown Assessment Resource Team visit has been
submitted. There will be stakeholder
meeting scheduled.
Dave Burtch said that the first round of
community meetings are done for the Paulding County Vision Board. The next one for the Village of Paulding will
be at the Paulding Library on November 14, 2017 @ 6:00p.m.
Karen Sunday was present at the
meeting. She had called several council
members regarding the last heavy rain.
She still feels that we are not making progress on the Emerald Acre
drainage issues. Brian Egnor also expressed his concerns that we are starting and
stopping too much and that he feels that the drains being installed will be hit
by mowers. Robert Fisher stated that we
are installing the drains below grade. Robert
also mentioned that we can’t dedicate all of our working hours to this project. We have to maintain other aspects of the
Village. Robert L. Boyd also explained
to Brian Egnor that if spend over a certain amount of
money then we have to get engineers involved which leads to prevailing wages
and the project costs either double or triple.
Robert L. Boyd also wanted to know who was in charge of getting high
water signs put out on the streets. He
was told that the on duty Police Officer is supposed to notify the Street
Department on-call person.
Brian Egnor
also says that he feels that there is still a lot of sewer issues in Emerald
Acres. Robert Fisher explained to Brian
that when we are notified of any problems that our Utility workers go and
investigate and fix any issues that are part of the Village’s responsibility.
Robert L. Boyd reported on the Salary
& Allowance Committee meeting on October 26, 2017. The Village Administrator presented a
proposal for annual wage increases. This
proposal covered the recommendations for each individual of the village
staff. It also compared current wages
found at other surrounding villages and cities.
After reviewing current wages it was felt that this increase was needed
to be competitive with the surrounding areas.
It was also brought up if the budget would allow for the increase, the
administrator felt that this will not impose an issue. It is the recommendation of the Salary and
Allowance Committee to approve the wage increases effective the first full week
of 2018. Dan Workman motioned to approve
the Salary and Allowance Committee’s report of wage increases, seconded by Ryan
Mapes. Vote: all yea.
Barb Rife reported on the Buildings
& Grounds Committee meeting held on October 26, 2017. The sale of the Old Utility Office/Fire House
was discussed. The committee recommends
that the bids be advertised as “Best Offer”.
Robert L. Boyd motioned to accept the Building and Grounds Committee’s
report of the Old Utility Office/Fire House advertised as “Best Offer” bid,
seconded by Dan Workman. Vote: all yea.
Ryan Mapes reported on the Utility
Committee held on October 26, 2017. The
General Rules & Regulations are being updated. Ryan stated that they are waiting for
Solicitor, Rachel Jones to view the changes.
Resolution No. 1326-17 re: A
Resolution Authorizing the Purchase of Supplies for the year 2017 was read for
the first time.
Ordinance No. 1537-17 re: An Ordinance Amending and Increasing
Appropriations for Current Expenses and Other Expenditures of the Village of
Paulding, Ohio, During the Year Ending December 31,
2017 was read for the first time.
Ordinance No. 1538-17 re: An Ordinance to make Permanent Appropriations
for Current Expenses and Other Expenditures of the Village of Paulding, State
of Ohio, During the Year Ending December 31, 2018 was
read for the first time.
Finance Director Annette Hasch asked for
the authorization for the Mayor to sign the pay request for Tom’s Construction,
Inc. (US127/Gasser Road Intersection Improvement Project) in the amount of $52,058.57.
Robert L. Boyd motioned to authorize the Mayor to sign the pay request for
Tom’s Construction, Inc., in the amount of $52,058.57, seconded by Ryan Mapes. Vote:
all yea.
Finance Director Annette Hasch asked for
the authorization for the Mayor to sign the pay request for Tom’s Construction,
Inc. (US127/Gasser Road Intersection Improvement Project) in the amount of $146,769.22.
Robert L. Boyd motioned to authorize the Mayor to sign the pay request for
Tom’s Construction, Inc., in the amount of $146,769.22, seconded by Ryan Mapes.

Robert Fisher presented the Administrator’s Agenda.

Mayor Greg Reinhart relayed that the EMS report
October 2017 is in the Council packet.
Mayor, Greg Reinhart would like to appoint Brandi
Bowers to the EMS/PCFA departments. Robert
L. Boyd motioned to approve the hiring of Brandi Bowers, seconded by Ryan
Mapes. Vote: Robert L. Boyd, yea; Ryan Mapes, yea; Randy
Daeger, yea; Tim Boss, yea; Barb Rife, yea; Dan Workman, abstain.
Mayor, Greg Reinhart presented an application for
Street Right-A-Way Permit for the Merry & Bright Christmas parade for 11/28/2017
at 5:00-8:00 p.m. Rain date is scheduled
for 12/3/2017. Robert L. Boyd motioned
to approve the Merry & Bright Christmas parade permit, seconded by Dan
Workman. Vote: Robert L. Boyd, yea; Dan Workman, yea; Randy
Daeger, no; Tim Boss, yea; Barb Rife, yea; Ryan Mapes, yea.
Randy Daeger motioned to pay the bills, seconded by
Robert L. Boyd. Vote: all yea.
