Paulding Village Council met in Regular Session on January 2, 2018, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor Greg Reinhart called the meeting to order.

 

Finance Director Annette Hasch called roll with the following members present: Randy Daeger, Tim Boss, Barb Rife, David Burtch, Ryan Mapes and Dan Workman. Administrator Robert Fisher was also present, as was Solicitor Rachel L. Jones.

 

Council elected Randy Daeger President Pro Tempore for 2018 with the following seating:  second seat, Ryan Mapes; third seat, Barb Rife; fourth seat, David Burtch; fifth seat, Tim Boss; sixth seat, Dan Workman.

 

Randy Daeger motioned to approve the minutes of the December 18th Council meeting, seconded by Dan Workman. Vote: all yea.

 

 

Ordinance No. 1541-18 re:  An Ordinance Amending Ordinance No. 1353-06 Designating the Northwest Exit of McDonald’s on the East Side of North Williams Street in the Village of Paulding, Ohio to be a “Right Turn Only” Exit and Directing the Placement of “Right Turn Only” Signs and Declaring An Emergency was read for the first time.  Barb Rife motioned to suspend the rules and declare an emergency, seconded by Dan Workman.  Vote:  all yea.  Dan Workman motioned to approve the legislation, seconded by Tim Boss.  Vote:  all yea.

 

Ordinance No. 1542-18 re:  An Ordinance Amending Ordinance No. 1506-15 Designating the Exits of Fuel King on the West Side of North Williams Street in the Village of Paulding, Ohio to be a “Right Turn Only” Exits and Directing the Placement of “Right Turn Only” Signs and Declaring An Emergency was read for the first time.  Dan Workman motioned to suspend the rules and declare an emergency, seconded by Ryan Mapes.  Vote:  all yea.  David Burtch motioned to approve the legislation, seconded by Ryan Mapes.  Vote:  all yea.

 

Ordinance No. 1543-18 re:  An Ordinance Amending Ordinance No. 1508-15 Designating the Exit of Rite Aid Pharmacy on the West Side of North Williams Street in the Village of Paulding, Ohio to be a “Right Turn Only” Exit and Directing the Placement of “Right Turn Only” Signs and Declaring An Emergency was read for the first time.  Ryan Mapes motioned to suspend the rules and declare an emergency, seconded by Dan Workman.  Vote:  all yea.  David Burtch motioned to approve the legislation, seconded by Dan Workman.  Vote:  all yea.

Ordinance No. 1540-17 re:  An Ordinance Amending Section 3 of Ordinance No. 1468-13, Allocation of Funds, of the Village of Paulding was read for the second time.

 

Finance Director Annette Hasch requested a fund advance of $188,606.45 from the General Fund (#101) to the N Williams/Gasser Intersection Fund (#510) to be done 12/31/17.  Barb Rife motioned to approve the advance of $188,606.45 from the General Fund to the N Williams/Gasser Intersection Fund, seconded by Randy Daeger. Vote: all yea.

 

 

            Finance Director Annette Hasch asked for the authority to respond to the Ohio Public Works Commission for the CSO Phase #3 Sewer Separation funding application in the Small Government Program.  Barb Rife motioned to approve the Finance Director to respond to the OPWC Small Government Program, seconded by Dan Workman.  Vote:  all yea.

 

Mayor Greg Reinhart presented the Administrator’s Agenda. The agenda consisted of the following:

 

 

Tim Boss motioned to approve the Administrator’s Agenda, seconded by Randy Daeger. Vote: all yea.

 

Mayor Greg Reinhart reported that the December 2017 Police Activity Report is in the Council Packet along with the 2017 YTD Police Activity Report.

 

Mayor Greg Reinhart reported that the December 2017 Parking Fines was $50.00 and the total for the year of 2017 was $250.00.

 

Mayor’s Court collected $525.00 for the month of December 2017 and the total for the year was $8,342.00.

 

Mayor Greg Reinhart has reassigned committees for 2018.

 

            Solicitor, Rachel Jones did some research regarding retrospect of legislation.  She stated that typically that cannot be done especially if there is a penial clause of an Ordinance.  Exception to this would be if the retrospect legislation protects the public.

 

Randy Daeger wanted to let the Street/Utility Department know that their recent water leak fix that was on an extremely cold day is really appreciated.

 

David Burtch wanted to remind everyone that the Main Street Ohio visit is January 8th and January 9th.  The stakeholders meeting is at 12:30 on January 8th at the Branch Fellowship.  The public meeting will be January 8th at 6:00 at the Branch Fellowship.

 

Randy Daeger motioned to pay the bills, seconded by Barb Rife.  Vote: all yea.

·        Salary & Allowance Committee meeting—Tuesday, January 9, 2018 @ 5:00 p.m.

·        Building & Grounds Committee meeting—Tuesday, January 9, 2018 immediately after Salary & Allowance Committee meeting.

·        Utility Committee meeting—Wednesday, January 10, 2018 @ 5:00 p.m.

·        Ordinance Committee meeting—Thursday, January 11, 2018 @ 5:00 p.m.

·        Street Committee meeting—Thursday, January 11, 2018 immediately after Ordinance Committee meeting.
