Paulding Village Council met in Regular Session on January 16, 2018, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor Greg Reinhart called the meeting to order.
Finance Director Annette Hasch called roll with the following members present: Ryan Mapes, Barb Rife, David Burtch, Tim Boss and Dan Workman. Administrator Robert Fisher was also present, as was Solicitor Rachel L. Jones. Councilman Randy Daeger was absent.
Barb Rife motioned to approve the minutes of the January 2nd Council meeting, seconded by Dave Burtch. Vote: all yea.
Ryan Mapes reported on the Finance Committee meeting held on January 4, 2018. The meeting was held to discuss further the allocation of the Income Tax funds. More information will be requested to help determine allocation adjustment. It is the recommendation of the Finance Committee to table Ordinance at this time.
Barb Rife reported on the Salary & Allowance Committee meeting held on January 9, 2018. The meeting was held to discuss a proposal for a new employee position that would combine two positions into one. Robert Fisher proposed a permanent part-time position called “Park Maintenance/Utility Department” employee. This position would combine the Parks manager positon with the Summer Help position. The employee would work approximately 30 hours per week from April to November. It is the recommendation of the Salary & Allowance Committee to approve this new position pending further information.
Ordinance No. 1540-17 re: An Ordinance Amending Section 3 of Ordinance No. 1468-13, Allocation of Funds, of the Village of Paulding was read for the third time. Barb Rife motioned to table Ordinance No. 1540-17, seconded by David Burtch. Vote: all yea.
Mayor, Greg Reinhart has an application from Maumee Valley Planning for the Program Year 2018 CDBG Community Development Program. This application deadline is February 12, 2018.
Mayor, Greg Reinhart has an application from Maumee Valley Planning for the Paulding County Community Development Program. This application deadline is February 9, 2018.
Mayor’s Court collected $8,342.00 for 2017.
Mayor Reinhart has had several people inquire why the Village has not repaired Klinger Road. This road is in the CSO Phase #3 Sewer Separation Project.
Mayor Greg Reinhart relayed that the EMS report December 2017 is in the Council packet.
Christopher Howe has been removed from the Police Reserve roster.
Solicitor, Rachel Jones said it was okay that David Burtch could stay on the Board of Appeals and that Robert Fisher could still be on the Planning Commission because he lives in Paulding County.
Solicitor, Rachel Jones did some research regarding retrospective legislation. She stated that typically that cannot be done especially if there is a penial clause of an Ordinance. Exception to this would be if the retrospect legislation protects the public and the case of Ordinance 1540-17 re-allocation of income tax receipts.
Ryan Mapes motioned to pay the bills, seconded by Tim Boss. Vote: all yea.

· Street Committee meeting—Wednesday, January 24, 2018 @ 5:00 p.m.
· Recreation Committee meeting—Wednesday, January 31, 2018 @ 5:15 p.m.
· Utility Committee meeting—Thursday, February 1, 2018 @ 5:00 p.m.
Dan Workman motioned to adjourn, seconded by Tim Boss. Vote: all yea.
