Paulding Village Council met in Regular Session on February 20, 2018, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor Greg Reinhart called the meeting to order.
Finance Director Annette Hasch called roll with the following members present: Randy Daeger, Ryan Mapes, Barb Rife, David Burtch, and Tim Boss. Administrator Robert Fisher was also present. Solicitor, Rachel L. Jones was absent. Councilman Dan Workman came after meeting started.
Randy Daeger motioned to approve the minutes of the February 5th Council meeting, seconded by Barb Rife. Vote: Randy Daeger, yea; Barb Rife, yea; Ryan Mapes, abstain; Dave Burtch, yea; Tim Boss, yea.
Sgt. Joe Sisco from the Ohio State Highway Patrol came to the meeting to talk about what the State Patrol does. The four primary items they are looking for are as follows:
1) Seat belt usage
2) Distractive Driving violations
3) Impaired driving violations (Drinking)
4) Criminal Patrol (Drugs)
Ryan Mapes reported on the Street Committee meeting held on January 24, 2018. The purpose of the meeting was to discuss the possibility of using permissive tax money to purchase a John Deere 331G track loader, CP24D cold planer, and BA84 angle broom in the amount of $81,250 for street repair/use. These funds must be requested by the Village through the Paulding County Commissioners. The balance at the end of December 31, 2017 that the county held was $137,973. It is the recommendation of the street committee to approve the request. Barb Rife motioned to approve the Street Committee’s recommendation to purchase the John Deere 331G track loader, cold planer, and angle broom for $81,250 using permissive money, seconded by Randy Daeger. Vote: all yea.
Ordinance No. 1544-18 re: An Ordinance Repealing Section 90.10, T, of Zoning Ordinance No. 656-70, Section 90.10, T, of the Village of Paulding was read for the second time.
Finance Director Annette Hasch requested a $52,500 transfer from the Income Tax Fund (#102) to the Police Fund (#208). Barb Rife motioned to approve the transfer of $52,500 from the Income Tax Fund to the Police Fund, seconded by Dan Workman. Vote: all yea.
Robert Fisher presented the Administrator’s Agenda. The agenda consisted of the following:

Mayor Greg Reinhart reported that the Ohio Municipal League has a Regional 5 Meeting on March 19, 2018, at Bowling Green.
Mayor Greg Reinhart thinks that the streets need to be plowed with the big truck not regular pick-up trucks and wants the plow for the big truck fixed or replaced.
Randy Daeger motioned to pay the bills, seconded by Ryan Mapes. Vote: all yea.
The following meetings were scheduled:
· Recreation Committee meeting—Thursday, February 22, 2018 @ 5:00 p.m.
· Ordinance Committee meeting—Thursday, March 1, 2018 @5:00 p.m.
· Buildings & Grounds Committee meeting—March 1, 2018 immediately after Ordinance Committee meeting.
· Salary & Allowance Committee meeting—March 6, 2018 @ 5:00 p.m.
