Paulding Village Council met in Regular Session on July 16, 2018, at 6:30 p.m. in Council Chambers at the Municipal Building.  Mayor Greg Reinhart called the meeting to order.

 

Finance Director Annette Hasch called roll with the following members present: Greg White, Barb Rife, David Burtch, Tim Boss and Dan Workman.  Solicitor Harvey Hyman was also present.  Councilman Randy Daeger was absent.

 

David Burtch motioned to approve the minutes of the July 2nd Council meeting, seconded by Barb Rife. Vote: all yea.

 

Karen Sunday asked about the ground restoration of Helen Street.  She also asked when the street department would be starting on Nancy Street.  She also asked about if more stone could be put on Dennis Street.  Mayor Greg Reinhart mentioned that the guys worked on Helen Street last Saturday on the ground restoration.

 

Greg White reported on the Street Committee held on July 12th.  One side parking was discussed on Buckeye Drive.  The committee is going to look into this further.

 

Greg White reported on the Finance Committee held on July 12th.  It was an informational meeting only.

 

Ordinance No. 1552-18 re:  An Ordinance Designating the Speed of Traffic on Various through Streets and Repealing Ordinance No. 1172-97 and Ordinance No. 1404-10 in their Entirety was read for the first time.

 

Ordinance No. 1553-18 re:  An Ordinance Regulating Golf Cart use within the Village of Paulding, Ohio and Repealing Ordinance No. 1386-08 in its Entirety was read for the first time.

 

 

Ordinance No. 1550-18 re:  An Ordinance Establishing a Water Capital Debt Reserve Fund for the Village of Paulding, Paulding County, Ohio was read for the second time.

 

Ordinance No. 1551-18 re:  An Ordinance Establishing a Water Capital Short-Lived Reserve Asset Fund for the Village of Paulding, Paulding County, Ohio was read for the second time.

           

Finance Director Annette Hasch requested a $78,524.04 transfer from the Income Tax Fund (#102) to the General Fund (#101). Greg White motioned to approve the transfer of $78,524.04 from the Income Tax Fund to the General Fund, seconded by Barb Rife. Vote: all yea.

 

Finance Director Annette Hasch requested a $26,174.67 transfer from the Income Tax Fund (#102) to the Capital Improvement Fund (#507). Barb Rife motioned to approve the transfer of $26,174.67 from the Income Tax Fund to the Capital Improvement Fund, seconded by Dan Workman. Vote: all yea.

 

Finance Director Annette Hasch requested a $28,350 transfer from the Income Tax Fund (#102) to the PCFA Fund (#819). Greg White motioned to approve the transfer of $28,350 from the Income Tax Fund to the PCFA Fund, seconded by Barb Rife. Vote: Greg White, yea; Barb Rife, yea; Tim Boss, yea; David Burtch, yea; Dan Workman, abstain.

 

Mayor Greg Reinhart appointed Kameron Clemens as the new School Resource/Paulding Police Officer.  He will be working at the Paulding School.  Barb Rife motioned to approve the appointment of Kameron Clemens School Resource/Paulding Police Officer, seconded by Greg White.  Vote:  all yea. 

 

Mayor, Greg Reinhart presented an application for Street Right-of-Way Permit for the Friend of the Paulding Chamber’s Brews, Tunes & Barbeque event on August 9, 2018 at 4:00 p.m. through August 11, 2018 at noon.  Barb Rife motioned to approve Right-of-Way permit, seconded by Dan Workman.  Vote:  all yea.

 

Mayor Greg Reinhart relayed that the EMS reports for June 2018 are in the Council packet.

 

Solicitor, Harvey Hyman said that the Council may avoid three reading of Ordinances/Resolutions by ¾ votes of Council.  He said we don’t necessarily have to suspend the rules or declare an emergency to pass the legislation.

 

            Solicitor, Harvey Hyman said he has received the draft Memorandum of Understanding from the Paulding County Commissioners for water supply to the First Responders Training Facility.  The two year agreement will be from August 1, 2018 through July 30, 2020.  David Burtch motioned to approve the Memorandum of Understanding with the Paulding County Commissioners and the First Responder Training Facility, seconded by Greg White.  Vote:  David Burtch, yea; Greg White, yea; Barb Rife, no; Tim Boss, yea; Dan Workman, abstain.

           

Solicitor, Harvey Hyman is still researching whether alcohol can be permitted in Village owned parks.  He will try to check with other Solicitors.

 

            Solicitor, Harvey Hyman said he is also working on the Site Title Opinion Letter for the Sewer Separation Phase 3 Project.  The Ohio EPA is requesting this letter.

 

Solicitor, Harvey Hyman would also like to see the Village’s water extension policy updated.  His concern that if someone would skip a lot that there could be an issue with our current policy.  David Burtch asked if the Village has the leverage to make the developer in Countyside Estates put in the streets, water, and sewer for the plotted lots.  Harvey Hyman stated that he would have to check into the matter, but he thinks the developer should do everything all in one shot of developing the properties.

 

Solicitor, Harvey Hyman told the Mayor and the Council that the Mayor runs the Executive Session.  In the event that the Mayor is absent than the President Pro Tempore runs the Council Meeting and Executive Session.

 

            David Burtch wanted to thank the Street Department for getting all of the streets cleaned up and taking care of the barricades.

 

            The Paulding Ball Association also wanted to thank the Shop/Street Department guys for all their work at Jeffery Park getting the fields and grounds ready for the ball tournament.

 

Greg White motioned to pay the bills, seconded by David Burtch.  Vote: all yea.

 

Dan Workman motioned for Council to move into Executive Session to consider a pending legal matter, seconded by David Burtch. Vote: all yea.

 

Greg White motioned for Council to move into Regular Session, seconded by Dan Workman.  Vote:  all yea.

 

            Council accepted a $2,500 anonymous donation for the August 2018 Pool admissions.

 

 

             The following meetings were scheduled:

 

·        Utility Committee meeting—Wednesday, July 18, 2018 @ 5:00 p.m.

·        Recreation Committee meeting—Wednesday, July 18, 2018 immediately after Utility Committee meeting
