Paulding Village Council met in Regular
Session on August 6, 2018, at 6:30 p.m. in Council Chambers at the Municipal
Building. Mayor Greg Reinhart called the
meeting to order.
Finance Director Annette Hasch called
roll with the following members present: Randy Daeger, Greg White, Barb Rife, David
Burtch, Tim Boss and Dan Workman.
Solicitor Harvey Hyman was also present.
Dan Workman motioned to approve the
minutes of the July 16th Council meeting, seconded by Greg White. Vote: all yea.
Karen Sunday asked about the Nancy
Street project. Randy Daeger told her
that Ben Kauser was out there working last Friday & Saturday and that it
appears that he is ¾ of the way finished.
Randy Daeger was asking that Ben Kauser level the dirt after he has put
in new storm drain. A Street Committee
meeting will be set up to further discuss matter.
Resolution No. 1333-18 re: A
Resolution Declaring the Official Intent and Reasonable Expectation of the
Village of Paulding, Ohio, on behalf of the State of Ohio (the Borrower) to
Reimburse its Ohio Small Government Capital Improvements Program for the Sewer
Separation Phase III, Project No. CT18V/CE44V with the Proceeds of Tax Exempt
Debt of the State of Ohio was read for the first time. David Burtch
motioned to suspend the rules, seconded by Greg White. Vote: all yea. Randy Daeger motioned to approve the
legislation, seconded by Dan Workman. Vote: all yea.
Ordinance No. 1552-18 re: An Ordinance Designating the Speed of Traffic
on Various through Streets and Repealing Ordinance No. 1172-97 and Ordinance
No. 1404-10 in their Entirety was read for the second time.
Ordinance No. 1553-18 re: An Ordinance Regulating Golf Cart use within
the Village of Paulding, Ohio and Repealing Ordinance No. 1386-08 in its
Entirety was read for the second time.
Ordinance No. 1550-18 re: An Ordinance Establishing a Water Capital
Debt Reserve Fund for the Village of Paulding, Paulding County, Ohio was read
for the third time. Greg White motioned to approve the
legislation, seconded by Dan Workman. Vote: all yea.
Ordinance No. 1551-18 re: An Ordinance Establishing a Water Capital
Short-Lived Reserve Asset Fund for the Village of Paulding, Paulding County,
Ohio was read for the third time. Dan Workman motioned to approve the
legislation, seconded by Greg White. Vote: all yea.
Mayor Greg Reinhart relayed that the
EMS reports for July 2018 are in the Council packet.
Mayor, Greg Reinhart presented an application for
Street Right-of-Way Permit for Laron Hodgin at 215 East Perry Street for 5 day
road/alley closure in late August for parking lot repair. The Street Right-of-Way permit was approved
by Consensus of Council.

approval to assess the noxious weed removal charges for the following
properties:

Dave Burtch motioned to approve the
noxious weed removal assessments, seconded by Dan Workman. Vote: all yea.
Solicitor, Harvey Hyman said that alcohol can be
permitted in Village owned parks, but he would recommend that we contact our
liability insurance carrier. Mayor Greg
Reinhart asked the Solicitor to check into the program that the City of Napoleon
has that is called NORA. It is a program
that allows open container in designated areas.
Solicitor, Harvey Hyman said that the
Site Title Opinion Letter for the Sewer Separation Phase 3 Project has been
completed and sent to the Ohio EPA.
Solicitor, Harvey Hyman said he has
received the Memorandum of Understanding from the Paulding County Commissioners
for water supply to the First Responders Training Facility and need the Mayors
signature. The two year agreement will
be from August 1, 2018 through July 30, 2020.
Councilman Randy Daeger asked the other
Council members to call the Police Chief when they see trash laying around
houses and bulk trash items at the curb after trash pickup. He also stated that he doesn’t see any junk
order violations on the monthly Mayor’s report and he doesn’t understand why
this is when there are junk problems all around town. Councilman Greg White also pointed out that
the Village has an ordinance against blowing grass clippings into the street
and that he calls the police department about these. Randy Daeger said that if we are not going to
inforce the ordinances than why we are paying the Solicitor to draw them up.
Councilman David Burtch was
approached about painting our Utility Shop building with volunteer labor. A Building & Grounds Committee will be
set up to discuss matter further.
Greg White motioned to pay the bills, seconded by Tim
Boss. Vote: all yea.
Dan Workman motioned for Council to move into
Executive Session to consider the employment of a public official, seconded by David
Burtch. Vote: all yea.
Randy Daeger motioned for Council to move into Regular
Session, seconded by David Burtch.
Vote: all yea.
