Minutes of Meeting of the Board of Directors
March 20, 2019
Board Members Present: Bob Souza, President; Ed Lochner, Vice President; Melissa Rice, Treasurer; Bruno Bucco, Clubhouse; John O’Conner, Grounds; and Karen Schweitzer, Secretary. Absent: Nelson Pole, Entertainment. A quorum was present. Forty two (42) property owners were in attendance.
The meeting was called to order by Bob Souza, President at 7 PM. A minute of silence was observed, and the pledge of allegiance was performed by attendees. First time owner attendees were recognized.
The Secretary read the minutes of the February 20, 2019 Board meeting. A motion was made and seconded to approve the February 2019 minutes. The secretary gave an update on the HOA Certification seminar which is scheduled for April 2, 6 PM at Clubhouse. Owners wishing to attend in preparation for HOA Board service should let Bob or Karen know.
Bob Souza presented update on following issues
· Key card/fob. New system is operational; members should stop in office from 9-10 am to ensure their card is correctly recorded in the system to avoid loss of access.
· 8041 Homestead lawsuit: HRSPOA has been awarded $9,000 by the Court. If unpaid, a lien will be placed on the property; the property is homesteaded. Additional lawsuit will be brought for reimbursement of attorney’s fees
· Financial Organization of HRSPOA funds: Bob explained the budgeting process which includes operating expenses, bulk cable TV, reserves and insurance fund (see attached).
Bob introduced Dierdre (Dee) Kiley who has been helping in the office since the beginning of the year. He nominated Dee for Assistant Secretary; the motion was seconded and approved.
Melissa Rice, Treasurer, extended Board thanks for Bruno Bucco, John O’Connor and Brownie Stuart and everyone else who shared responsibilities at the Flea Market.
Melissa Rice, Treasurer, reported there are currently only $15,416 in outstanding 2019 assessments. Five (5) owners are making payments; several to be turned over for collection.
Melissa reviewed the February 2019 Financial statements. The motion to accept the financial statement was seconded and approved.
Ed Lochner, Vice President, presented two architectural changes for approval: 7630 Shenandoah for painting and 7880 Shenandoah for a handicap ramp. A motion was made and seconded to approve both changes. There was discussion regarding properties in violation; it was decided to take the discussion out of the Board meeting. Brownie Stuart turned down the offer to be assistant VP.
Karen Schweitzer, Secretary, presented a proposal to update the owner master data base to include additional information, as described in the attached sheet. Ed Lochner asked for clarification that the information on violations proposed to be included would not be publicly disclosed and was assured that this information would be confidential. A motion was made and seconded to approve the proposed changes. Don Blaney was introduced as owner who had volunteered to assist in the updating of the owner database.
The secretary also apprised the Board of actions taken to update some of the forms used to capture information on new owners to ensure compliance with Florida laws. Most importantly, to ensure accurate information on voter registration when there are multiple owners or the property is held in a trust.
Bruno Bucco, Clubhouse Director, thanked Helen Steele and Bruce Marshall for painting the back of the clubhouse and for waxing the dance floor.
John O’Connor, Grounds Director, presented two expenditures for Board approval. One for landscaping on common ground, for work already completed, for $4,895.00. A motion was made and seconded to approve the expenditure. A second expenditure for mulching around the pond and beds adjacent to the clubhouse was approved for $1920.00. In response to a question from Brownie Stuart regarding current landscaping service, John mentioned that the landscaping vendor had been tardy in presenting a certificate of insurance and would continue the landscaping contract which terminates in January 2020.
Nelson Pole, Entertainment Director, was unable to attend. Bob reviewed the upcoming events: Pool Party, April 5; Breakfast, April 7; and Dinner Dance, April 13 (Easter is on April 21). The audience was apprised that tickets for the Fashion Show are still available from Trish Lochner.
Brownie Stuart apprised the group that shredded paper should not be thrown into the paper dumpster. Shredded paper should be bagged separately and put out for recycle collection on Wednesday. Suggestion was made to put such a notification in the C-breeze.
Deborah Wilde invited everyone to the travel club meeting on Thursday, March 21, 2019 at 2:30 PM. She is particularly interested in setting up summer travel events for fulltime residents.
Ron Faucher presented concerns regarding the state of the ladies’ room vanities; the Board agreed to look into the matter.
The meeting was adjourned at 8:00 PM.
