This cartoon makes use of Dave Fleischer's Tabletop process, which animates the cels vertically between multi-plane set pieces in order to create the feeling of depth. Seen here when Bluto is chasing Oliver on the top of the metal rafters. The whole effect is lost in the color version, as the background is a flat redraw.

Of course, Bluto, the guy who runs the ferry is ticked and fights ensue. The key to these animated features comes from the cleverness of the confrontations in the pre-spinach period of the film.
