Excuse me if I misread that but are you using a bath mixer tap with a shower attatchment? try switching it to shower mode, then turn on the hot only, you should get hot water. now try adding the cold water. If the shower runs cold then it sounds like backflow.

A cheap fix would be to install a double check valve under the bath, before the hot tap on the hot water pipe. Good luck!
