government and public involvement in health act 2007. There are thirty-eight charitable rural community councils with a rural development function, covering areas such as community planning, community buildings support, rural transport schemes and rural affordable housing (exception sites).

Established in 1947, the national association of local councils is the national body which represents the interests of 10,000 local (parish and town) councils and 100,000 councillors across england.
The gilbert town council consists of a mayor and six councilmembers. Gilbert municipal elections are non-partisan. The council typically meets twice per month on rotating tuesdays at 6:30 pm, unless otherwise noted. pembrokeshire currently has ten town councils, which serve the area's larger settlements, and 67 community councils, which serve the more rural areas. Town and community councils serve their community by exercising a range of statutory powers and duties with the aim of improving the quality of life in their locality. Each council is made up of elected members, or in some cases co-opted members. Community and town councils are responsible to their local electorates for delivering a wide range of services and for the provision and upkeep of local amenities. We have developed a town and community council website that brings together information about all our town and community councils.

It is important that councillors and town and community councillors work together in representing their communities and, likewise, councils and town and community councils are encouraged to work closely together, and may hold regular liaison meetings and have established protocols on communication and consultation arrangements. At a national level, one voice wales and the wlga work together to promote local democracy, and encourage partnership working and sharing of best practice between local councils. On this basis, one voice wales and the wlga agreed and signed a memorandum of understanding, which reflects many of the principles of engagement and partnership that feature in local charter agreements.
An understanding of the ‘separation of powers’ between councillors and the administration (the difference between governing and managing); an understanding of meeting process, including standing orders (the local law containing rules used to manage a meeting); an understanding of policy development processes; an awareness of risk management strategies; and an understanding of the accountability framework prescribed by the local government act 1995 and the corruption, crime and misconduct act 2003, and other legislation.
There are various ways in which you can play your part in your community council. Each community council must have a chairperson, a treasurer and a secretary – the office bearers – and these roles carry the most responsibility. The office bearers, as elected members representing their local communities are responsible for the efficient and effective operation of the community council. This doesn’t mean to say that the office bearers must do all the work, but they are responsible for making sure that everything is done according to the scheme of establishment for community councils. All members of the community council are equally responsible for the community council’s decisions and actions and may take on additional activities in support of the community council.
