Policy configuration for Ad Frequency Control (AFC).

Applications pass this configuration to their player builder (e.g. adFrequencyControl(...)), which configures the process-level policy on playback attach. Callers are responsible for supplying valid values: content consumption must be non-negative, and the exposure threshold must be in the range (0.0, 1.0].

When enable is false, AFC continues measuring content consumption and ad exposure but allows every ad opportunity instead of enforcing the frequency threshold.
