Skype Messaging Disabled Until Request Is Accepted
In the latest version of Skype for Windows (more exactly in 7.31.0.104), the developers decided to disallow users to send instant messages to interlocutors, who did not accept their contacts request. Comes up with "Messaging disabled until request is accepted". Able to use the web test without any issues. I've checked my endpoints and it seems to be correct.
Unsure what else is causing this issue. Additionaly, when someone else adds the bot to their contact it works fine. Have you tried removing and re-adding the bot? Yea.

Skype users won't know that they've been blocked. Thanks to security measures, Skype doesnt connect the call automatically as it offers an option to accept or block messages and calls from an unknown person. My bot is not accepting any contact requests.
Whenever i try to add my bot into contact using the link, It says 'Messaging disabled until request is accepted'. I was working with this bot for one month and it works fine with the Skype. I face this problem recently.
