Crate polkadot_dispute_distribution

Sending and receiving of DisputeRequests.

This subsystem essentially consists of two parts:

• a sender
• and a receiver

The sender is responsible for getting our vote out, see sender. The receiver handles incoming DisputeRequests and offers spam protection, see receiver.
