There are letters concerning individual inmates and the admission process; job applications and recommendations and other personnel matters; county payments for inmate care; purchasing, building, and land, including with state architect Clarence Johnson; budgets, inventories, and salaries; contacts with staff and other professional colleagues; special meetings of superintendents; medical problems; special institutional programs and projects; research; the American Association on Mental Deficiency and other organizations with which the superintendents were affiliated; and personal business and social contacts. Also a combination index and calendar of correspondence with the Board of Control and other state offices.

Set 1 is organized first alphabetically by subject category; then within each category into one or more chronological sets. Set 2 is arranged in two chronological sections, letters and postcards. Many letters are adhered together with glue; these groupings may contain letters dated prior to and/or later than the cover letter. They are filed by the date of the cover letter.
