enum ScaleDownMode : Enum<ScaleDownMode> , ConvertibleToJava<ScaleDownMode>

This also effects the cluster autoscaler behavior. If not specified, it defaults to Delete.

Deallocate

Attempt to start deallocated instances (if they exist) during scale up and deallocate instances during scale down.
