The userAssignedIdentities dictionary keys will be ARM resource ids in the form: '/subscriptions/{subscriptionId}/resourceGroups/{resourceGroupName}/providers/Microsoft.ManagedIdentity/userAssignedIdentities/{identityName}. The dictionary values can be empty objects ({}) in requests.
