The `azure.machinelearning.ComputeInstance` must be deployed to the same location as the associated `azure.machinelearning.Workspace` resource, as the `location` fields must be the same the `location` field no longer has any effect and will be removed in version 4.0 of the AzureRM Provider

The Azure Region where the Machine Learning Compute Instance should exist.

Note: The location field is not supported for Machine Learning Compute Instances and has no effect so as such will be removed in v4.0 of the AzureRM provider. For more information, please see the product documentation.
