A decree read on the state-owned TV on Friday saw Diing Aher Ngong swap positions with Tiep.
Ngong was Northern Bahr el Ghazal State Minister for Animal Resources Fisheries and Tourism.
The state has, in recent months, witnessed several changes in various departments and ministries.
A youth, who preferred anonymity, claimed Tiep was involved in land issues at Wanyjok market.
Sudans Post could, however, not independently verify claims against the former commissioner.
