BREAKING | Governor Mujung fires Juba Mayor, deputies

The decision was announced on Friday through four gubernatorial decrees in a major restructuring effort within the Juba City Council.

Governor Mujung fires Juba Mayor, two deputies

JUBA — The Governor of Central Equatoria State, Lt. Gen. Rabi Mujung Emmanuel, has dismissed the Mayor of Juba City Council, Johnson Swaka Ngisak, along with his two deputies, in a sweeping shake-up of the city’s leadership.

The decision was announced on Friday through four gubernatorial decrees in a major restructuring effort within the Juba City Council.

According to Decree No. 01/2025, Governor Mujung relieved Ngisak of his duties alongside Thiik Thiik Mayardit, the Deputy Mayor for Administration and Finance, and Juma Moses Michael, the Deputy Mayor for Infrastructure and Environment.

In Decree No. 02/2025, the Governor appointed Christopher Sarafino Wani Swaka as the new Mayor of Juba City Council.

Further changes were detailed in Decree No. 03/2025, which named Jenifer Yabu Lasuba as Deputy Mayor for Administration and Finance, Lual Joseph Deng as Deputy Mayor for Social Services, and Stephen Lomude Martin as Deputy Mayor for Environment and Waste Management.

In an unexpected twist, Decree No. 04/2025 reassigned the outgoing Mayor, Mr. Johnson Swaka Ngisak, to a new role as Senior Technical Advisor to the State Ministry of Local Government and Law Enforcement Agencies.

The statement from the Governor’s Office clarified that all four decrees take effect immediately from the date of signing and issuance — October 17, 2025.

The move marks the first major administrative overhaul of the Juba City Council since Lt. Gen. Mujung assumed office as Governor of Central Equatoria State. The reasons behind the shake-up were not disclosed in the official statement.
