
The changes were announced in a statement issued on Sunday by the office of Emmanuel Adil Anthony, the Governor of Central Equatoria State, on behalf of the president.
According to the announcement, the decisions were made pursuant to Article 106A(2)(a) of the Transitional Constitution of the Republic of South Sudan, 2011 (as amended), together with Section 38(1) of the Interpretation of Laws and General Provisions Act, 2006.
The decrees introduce wide-ranging reshuffles across the Revitalized Transitional Government of Central Equatoria State.
Among those relieved of their duties are state advisors Valentino Kenyi, who served as Advisor on Human Rights, and John Yona, Advisor on Economic Affairs.
Many ministers were also removed from their positions. They include Lupai Satimon Andrew, Minister of Cabinet Affairs; Jacob Aligo Lo-Ladu, Minister of Peace Building; Taban Emmanuel Baya, Minister for Parliamentary Affairs; Salah Rajab Bunduki, Minister for Finance, Planning and Investment; Nejuwa Mursal Juma, Minister of Health; and Clement Maring Samuel, Minister of Roads and Bridges.
Others affected by the reshuffle are Peter Lujo Yospeta, Minister of Cooperatives; Rita Dominic, Minister for Culture, Youth and Sports; Zendiya Eluzai Abu, Minister of Gender, Child and Social Welfare; David Morobe Aquillino, Minister of Housing, Lands and Public Utilities; Stephen Onesimo Lado, Minister of Trade and Industry; Cirisio Zakaria Ladu, Minister of Education and General Instructions; and Huda Micha Laila, Minister of Public Service and Human Resource Development.
The presidential decrees also relieved Henry Kala Sabuni as Chairperson of the State Peace and Reconciliation Commission and Rose Lisok Paulino as Chairperson of the Relief and Rehabilitation Commission.
At the county level, Charles Data Bullen was relieved as Commissioner of Morobo County, Emmanuel Taban Seme as Commissioner of Yei River County, and Robert John Morris as Commissioner of Lainya County.
In the same decrees, President Kiir appointed new officials to fill the vacant positions. Clement Maring Samuel was named Advisor on Human Rights, while Samir Nasir Roman was appointed Advisor on Economic Affairs. Anna Kaku Samson was appointed Advisor on Political Affairs, and Jacob Aligo Lo-Ladu was assigned as Advisor on Education and Literacy.
Several new ministers were also named in the reshuffle. Augustino Ladu Martin was appointed Minister of Cabinet Affairs, Jacob Gore as Minister for Peace Building, and Janet Aya as Minister of Finance, Planning and Investment. Intisar Jaden Solomon will serve as Minister for Parliamentary Affairs, while Joice Bakuwa was appointed Minister of Health.
Other appointments include Latio Ramba Abbas as Minister of Roads and Bridges, Emmanuel Khamis as Minister of Cooperatives, Bush Buse as Minister of Culture, Youth and Sports, Cirisio Zakaria Ladu as Minister of Public Service and Human Resource Development, and Viato Wani Swaka as Minister of Housing, Land and Public Utilities.
Mawa A. Moses was appointed Minister of Trade and Industry, while Lupai Satimon Andrew was reassigned as Minister of Education and General Instructions. Elizabeth Pita Lugor will now serve as Minister of Gender, Child and Social Welfare.
For the state commissions, John Modi Mulla was appointed Chairperson of the Peace and Reconciliation Commission, while Salah Rajab Bunduki will head the Relief and Rehabilitation Commission.
At the county level, Joseph Mawa Akuba was appointed Commissioner of Morobo County, Samuel Malimbo Batali will serve as Commissioner of Yei River County, and Huda Micha Laila was named Commissioner of Lainya County.
The changes mark one of the most unprecedented state government reshuffles in recent years and come as South Sudan prepares for the December 2026 elections.
