In another decree also readout on the state-own South Sudan Broadcasting Corporation (SSBC), Kiir appointed Kasare Clement Juol Dador as the new commissioner with effect from the date of his appointment.
Lingling was appointed in January this year after he was recommended to the position by First Vice President and SPLM-IO leader Riek Machar.
However, his appointment angered powerful opposition commanders allied to Machar in Unity State.
Sources told Sudans Post last month that the commanders had threatened to detain Lingling if he ever set foot to the county.
They have also reportedly issued an ultimatum to Machar for him to remove him and appoint Kasare who had reportedly been selected by the majority of Leek community chiefs during a community election at some points just before Lingling’s appointment.
In separate social media statements, residents of Rubkona welcomed the appointment of the new commissioner with many describing him as the best person who would take the county outside the current economic and security situation.
