Opposition deputy governor of Lakes tells SPLM-IO ministers to reject unilaterally-appointed DGs

On 1 April, Governor Makur Kulang appointed Director-Generals for various Ministries and the Rumbek town mayor without consultation with other parties to the revitalized peace agreement.

JUBA — SPLM-IO’s nominated deputy governor of South Sudan’s Lakes state Johnson Poth Madit has expressed anger over the appointment of state officials by governor, Makur Kulang without consulting him and has ordered SPLM-IO appointed ministers to reject the newly appointed officials.

On 1 April, Governor Makur Kulang appointed Director-Generals for various Ministries and the Rumbek town mayor without consultation with other parties to the revitalized peace agreement.

“The appointment of the town mayor, his deputy and director generals of the various ministries need to be shared by the council of the state ministers, not an individual decision,” Poth said.

Poth said he will continue to protest against the appointment.

“I have instructed all the ministers under the SPLM-IO leadership in the state not to allow the newly appointed director generals in their offices,” Madit said.

“I will continue with the strike until my right is accepted by the governor and I want the governor to consult me first before making decisions,”

According to the 2018 revitalized peace agreement, decision-making should be done  in consultation with other parties.

The peace deal outlines the responsibility sharing ratio at state and local government levels as follows: 55 percent for the SPLM; 27 percent for the SPLM-IO; 10 percent for SSOA and 8 percent for OPP.

“The peace agreement gives me powers to share positions of mayor and directors with other parties and the revitalized peace agreement stated that any decision making in the government should be made by the governor in consultation with his deputy,” he said.
