Speaking during a police briefing at Buluk police station on Monday afternoon, Gen. Majak said many appointees do not respect police leadership hierarchy, stating that junior officers always take actions without seniors’ approval.
“The issue of indiscipline comes in many ways and this thing of us getting surprised with new individuals brought in need to stop. Why? Because you don’t know this person you are advising, you don’t know if he is senior from the one staying there, whether he/she is on duty and discipline or even trained,” he said.
“Even [religious people] who are not trained are brought to us but what do we do? The fact is they are brought by decrees and there is nothing we can do. So, for us to make transformation it has to start from now,” he said.
For his part, the Assistant Inspector-General of Police for Admin and Finance General Abraham Manyuat Peter said lack of discipline is due to the overstepping in seniority within the ministry of interior.
“Issues to do with promotion of officers, we are facing issues with discipline. Discipline in the police is chaotic. You find someone from behind is in front. Someone in the front is behind and this makes discipline not okay, because discipline is built on seniority,” he stressed.
“Police is a task and not [just] a rank. We need someone who knows laws and procedures and the right procedures, so when he/she goes to court the case is not cancelled,” he added.
BORDER SECURITY
Akech said that border police need to be equipped to ensure security. He said that South Sudan’s borders with neighboring countries are not yet demarcated and that border police need to be equipped with all the necessary items to ensure they do their work.
“We have issues of borders, and our borders are not demarcated, and we need enough number of border police. And to deploy police to the border, and you don’t have mobility and budget and our borders are open, this is why so we need the border police to be equipped so in order to control our borders, the one coming in and going out,” Akec said.
“So, we wouldn’t have insecurities, so people don’t pass without the procedures of the law. Because of this, we proposed a budget that we had presented two years back, but it was not approved and this need to be done so our border police can be equipped until the border demarcation is done for the border to be secured in South Sudan,” he added.
Akech’s comment on border insecurity comes a barely a month after dispute broke out between South Sudan and Ugandan after the latter’s forces invaded South Sudan’s Kajo-Keji County where they allegedly kidnapped civilians.
South Sudan has border issues with Sudan, Kenya and Uganda.
