The reshuffle, unveiled on Monday, marks a significant step toward consolidating the group’s leadership and rewarding loyalty within its ranks.
Gen. Oyet confirmed the appointment of four new county commissioners in the southern part of Unity State. The newly appointed officials include Col. James Yoach Bading as Commissioner of Leer County, Col. Stephen Gai Riak as Commissioner of Panyijiar County — replacing Col. Majok Chuol — Col. Bany Makon Chany as Commissioner of Koch County, and Col. Tito Gatmai Puok as Commissioner of Mayiandit County.
Alongside these administrative changes, several officers received military promotions in recognition of their commitment and service to the SPLA–IO. Maj. Tito Gatmai Puok, Capt. Stephen Gai Riak, James Yoach, Bany Makoug, and Maj. Chuol Puot were elevated to higher ranks, now serving as Colonels and Lieutenant Colonel, respectively. The promotions were described as a “reward for their steadfast contribution to the movement’s cause and dedication to the liberation struggle.”
In a related development, Lt. Col. Chuol Puot was appointed Deputy Military Spokesperson for the SPLA–IO. His new role is expected to strengthen the movement’s communication and coordination efforts, particularly within Unity State’s evolving security landscape.
The reshuffle reflects Gen. Oyet’s ongoing efforts to streamline the SPLM/A–IO’s administrative and military structures while reinforcing local governance across key counties in Unity State.
However, the appointments have sparked concern among some residents, who fear that the emergence of parallel administrative systems could heighten local tensions. This marks the first time since the signing of the 2018 peace agreement that Unity State has witnessed the re-establishment of SPLM/A–IO-led county administrations.
