Wichita Area AVL/MDC
Description
This project includes the procurement and installation of Mobile Data Computers (MDC) which shall be an integral component in the implementation of a Public Safety Automatic Vehicle Location System (AVL) for the Wichita Area. Deployment of the AVL system will furnish a considerably robust enhancement to the coordination, integration and interoperability of the current response system.
Through new information and communication technology, the AVL system will significantly increase the ability in information–sharing, interoperability, real–time communication networks, and joint operational policies, plans, and procedures among the various local and state entities. The AVL element will be a joint project between the City of Wichita, Sedgwick County, and KDOT. The project involves the integration of emergency and public safety vehicles thus enhancing the interoperability of location and communication capabilities of local, state, and federal service providers.
The AVL system will provide a centralized command and control location for day–to–day operations and emergencies that may arise. The City of Wichita, Sedgwick County, and Kansas Department of Transportation have also developed a plan for an Advanced Traffic Management System (ATMS) and upgrade to the Traffic Signal Systems for the region . Through the use of the automated vehicle location system, the capabilities of emergency responders will realize a faster response to emergencies ensuring safer roads for the public. The Automatic Vehicle Location System along with the computer–aided dispatch and in–vehicle route guidance capability will greatly improve the emergency response and alleviate incident–related traffic congestions in the region.
The AVL system for the Wichita–Sedgwick County region will be located in the existing Sedgwick County Emergency Communication facility. Sedgwick County has developed plans for the construction of a new facility that will house the Sedgwick County Emergency Communications Center and Emergency Operations Center, as well as the Kansas Department of Transportation Traffic Operations Center. Various security measures such as surveillance cameras and access controlled entry points will be utilized to ensure that the site will be protected.
For near – future projects, in addition to the current projected expenditure for procurement of the MDC's, the Wichita Area has received funding from state, county and city sources for an ITS application to conduct the aforementioned study which shall determine the integration of the entire region's traffic signal system.
