Tripartite Joint Declaration Signed at the White House: Zangezur Corridor Leased to U.S. for 99 Years, Amendment 907 Repealed

U.S. President Donald Trump, President of Azerbaijan Ilham Aliyev, and Armenian Prime Minister Nikol Pashinyan signed a joint declaration at the White House.

First, U.S. President Donald Trump held a one-on-one meeting with Armenian Prime Minister Nikol Pashinyan.

Afterwards, Trump met with the President of Azerbaijan.

After these individual meetings, the leaders of the United States, Azerbaijan, and Armenia gathered for a three-way discussion.

During the meeting, President Trump expressed strong confidence in achieving lasting peace between Azerbaijan and Armenia.

“My goal is to ensure peace and prosperity in the region.”

Azerbaijan and Armenia have fought two wars over the Nagorno-Karabakh region.

The first Karabakh war occurred between 1988 and 1994.
The second took place in 2020 and ended with a ceasefire agreement brokered by Moscow.

In September 2023, following local military operations, Karabakh fully came under Azerbaijan's control.

Although a peace agreement draft was finalized in March 2025, it has not yet been signed.

“The ‘Trump Route’ will connect the main part of Azerbaijan with Nakhchivan,” Trump said.

After the meeting, the leaders made statements to the press.

President Ilham Aliyev stated that a strategic partnership between the U.S. and Azerbaijan is beginning.

“We are truly opening a new historic page,” Aliyev said.

He also mentioned that a charter on strategic partnership between Baku and Washington will be prepared within a few months.

President Aliyev expressed his gratitude to Donald Trump for the repeal of Section 907 Amendment.

Amendment 907 is a special provision added to the 1992 "Freedom Support Act."

This provision prohibited Azerbaijan from receiving direct government assistance from the U.S. government.

Trump inquired about the length of Aliyev’s time in office, and after learning it was “22 years,” he commented:

“That means he is tough and smart.”

Armenian Prime Minister Nikol Pashinyan stated that Yerevan and Baku are entering a fundamental stage in bilateral relations.

“We are leaving the past behind and looking forward. This stage would not have been possible without President Trump’s personal involvement,” said the Armenian Prime Minister.

Pashinyan also said that President Trump deserves the Nobel Peace Prize, and they would support his nomination.

President Ilham Aliyev proposed to jointly submit a letter with Armenian PM Nikol Pashinyan to the Nobel Committee in support of President Trump.

“Donald Trump deserves this. He managed to conclude a long negotiation process in a short time. We can write a joint letter with the Prime Minister.” Aliyev stated.

Trump announced that the signed document includes granting the “Trump Route”, which connects mainland Azerbaijan with the Nakhchivan exclave, to the United States for 99 years.

He also confirmed that the U.S. signed bilateral agreements with both countries.

Additionally, he noted that the 907th amendment imposed on Azerbaijan has been officially repealed.

In the end, President Ilham Aliyev, U.S. President Donald Trump, and Prime Minister Nikol Pashinyan signed the Joint Declaration.
