This is the King Crown seashells egg casing.  The kings crown seashells lay their egg casing in  the ribbon like rows of 10-20 packets.  Unlike a lot of the other seashell egg casings, the kings crown egg casing attaches itself to substrate like dead seashells, mangrove roots, blades of sea grass , wood, etc... The capsules are also very flat and disk like compared to some of the whelk egg casings that are more coin like thickness in nature
