In Cebu province, the rivers tell the story. Residents living along Mananga River and Cotcot River suffered the most from the devastation of Typhoon Tino last November 4, 2025. They questioned the local government’s lack of preparation for Typhoon Tino’s wrath. For the locals, the wrath exposed the cracks in billion-peso flood control projects.
