The CHR concluded that there were indeed militarization and human rights violations committed by both the Philippine Army and paramilitary group Alamara within the ancestral lands of the Lumad in certain sitios in the towns of Talaingod and Kapalong in Davao del Norte.

In his keynote speech at the opening of the historic 1st Philippine Media Safety Summit, CHR Chairperson Richard Palpal-latoc said critical journalists are being subjected to red-tagging and surveillance, or are faced with the charges of libel or cyber libel.
“While the CHR's performance as a constitutional body may not have been fully satisfactory to many Filipinos, its mandate is important in combatting human rights abuses."
