Azerbaijan requests extradition of person detained in Russia

The Russian Federal Security Service (FSB) has detained an Azerbaijani citizen accused of committing a terrorist act, based on a request from Azerbaijan.

This information was reported by RIA Novosti, citing court documents.

In a statement released on September 8, the FSB said that a person who had served in the special forces of the Azerbaijani Armed Forces was detained on charges of planning terrorist attacks in Yessentuki and Stavropol.

Citing the court decision, the publication reports:
“Azerbaijani law enforcement agencies confirmed that they had requested the extradition of a person accused of conducting training for terrorism and committing other crimes in their country. Currently, there are no clear obstacles to the extradition of this person from Russia.”

According to the report, the detained individual is accused in Azerbaijan of conducting training for terrorist purposes, forming a criminal group (criminal organization), and creating armed formations or groups not provided for under national legislation.

A Moscow court reviewed the request from Azerbaijan and decided to apply a preventive detention measure against the individual, sending him to a pre-trial detention facility.

Earlier, on August 20, a woman of Azerbaijani origin, Mehriban Lukinskaya, was sentenced to five years in prison in Russia on charges of espionage.

On August 21, the FSB announced that a foreign citizen named Yadulla Rufullayev was detained at the Russia-Azerbaijan border while attempting to smuggle classified documents out of the country. According to the FSB, he was cooperating with the Security Service of Ukraine and trying to extract materials related to Russia’s military-industrial complex. A criminal case was initiated against him under the Russian Criminal Code’s article on “aiding the enemy.”
