Use Stripes in another project

Stripes is a Python package plus pipeline jobs and two GitLab Duo flows.

1. Copy autonomy.yml, .gitlab/ci/ and the stripes/ package into your project, or install the package from this project's package registry.
2. Add the two flows from .gitlab/duo/flows/ under Automate, Flows, and enable them.
3. Create a branch named stripes-ledger with an empty ledger.json.
4. Set the CI/CD variables listed in the README.
