Introduction

This project seeks to strengthen Mexico's public health system and promote the well-being of the population, thus contributing to the achievement of the objectives of the National Development Plan and the Sustainable Development Goals. To achieve this contribution, UNOPS puts into practice its experience in the public procurement sector, implementing the best practices and standards at a global level, providing feedback on its processes, norms and procedures. In its activities, UNOPS follows due process, ensuring that companies participating in tenders undergo a very demanding and strict scrutiny of background checks and information reliability.

UNOPS ensures that only companies that have passed all the filters are eligible for an award. The financial responsibility at stake is such that it warrants a thorough evaluation to prevent companies that do not meet the highest standards from being awarded and putting at risk one of the most important principles of public procurement: the best value for money. To maximize process transparency, resource efficiency, and integrity, UNOPS implements Fair Public Management in all its processes.

About INSABI

The purpose of the Health Institute for Well-being (INSABI) is to ensure the free provision of health services, medicines and other associated suppliesfor people without social security.

It also promotes, in coordination with the Ministry of Health, actions aimed at achieving an adequate integration and articulation of the public institutionsof the National Health System.

INSABI works on the following four lines of work:

  • Supply of medicines and equipment, so that people without social security have free and high quality medicines, as well as an adequate supply; and that health establishments have the necessary equipment for health services.
  • Medical attention, enough health personnel.
  • Infrastructure, decent and efficient establishments.
  • Basification of personnel, labor justice for health workers.

INSABI consolidates the demand for medicines and medical aid supplies from the following institutions that joined the consolidated procurement process: INSABI, Mexican Social Security Institute (IMSS), Institute for Social Security and Services for State Workers (ISSSTE), Mexican Petroleum (PEMEX), Secretariat of National Defense (SEDENA), Secretariat of the Navy (SEMAR), Coordinating Commission of National Institutes of Health and High Specialty Hospitals (CCINSHAE), Organism for Prevention and Social Readaptation (PyRS), and for 26 Acceding States.

The Government of Mexico and UNOPS join forces to ensure the right to health and promote well-being for all

The Government of Mexico, through the Health Institute for Well-being (INSABI), signed an Agreement with UNOPS on July 31st, 2020 to join forces towards ensuring the right to health and promote well-being for the population through the management of the consolidated procurement of medicines and medical aid supplies for the period 2021-2024. This agreement came into effect on August 11th, 2020.

The international public bidding process will be implemented in accordance with the regulations, rules, policies and procedures that apply to UNOPS. This is an open international procedure that guarantees open competition under the same conditions and allows for the participation of the mexican and international markets, ensuring equality of conditions and promoting effective and transparent competition.

INSABI - UNOPS Agreement

Applying the principles of Fair Public Management will maximize transparency, open competition, the best price and quality in the two components of the agreement:

  • Management of the consolidated procurement of medicines and medical aid supplies, for the period 2021-2024
  • Strengthening of institutional capacities in the area of public procurement, through alignment to global standards and quality certifications, and excellence in management.


The Government of Mexico requested the participation of UNOPS in order to transform the medicines procurement system in the Mexican market. In this sense, there are 3 objectives of the project:

  • Manage the timely supply of medicines and healing materials with quality products.
  • Promote transparency and prevent corruption through the adoption of practices in accordance with Fair Public Management, resulting in expanding the market and achieving the best quality at the best price.
  • Generate savings and increase the performance of public funds through efficiencies in the purchasing process.

Market Intelligence Unit

The UNOPS bidding mechanism includes an analysis of the national and international market through a request for information from suppliers and an analysis of the reasonableness of prices through the Market Intelligence Unit, to achieve the greatest supply, at the best price, with the highest quality, and generating savings.

This Unit provides immediate and objective information that allows comparing international prices from official sources from 21 countries, with the aim of establishing a range of fair market prices, helping to reduce the risk of corruption and fraud.

The Unit will promote Fair and Equitable Public Management, helping to improve the efficiency of public spending, through transparent, efficient and quality procurement processes, encouraging social participation and accountability.

UNOPS has several certifications of global standards, among the main ones are:

  • The Chartered Institute for Procurement and Supplies (CIPS) has awarded UNOPS the gold category four times, the last in 2019;
  • Project Management Institute (PMI), as a registered education provider;
  • Accreditation of the European Foundation for Quality Management (EFQM);
  • The International Aid Transparency Initiative (IATI).
