Buhari writes Senate, seeks legal framework for social investment programme

The bill provides legal backing to the NSIP, a tool that empowers the poor and vulnerable.

• November 29, 2022

President Muhammadu Buhari has written to the Senate seeking the legalisation and institutionalisation of the National Social Investment Programme (NSIP).

In the letter to Senate President Ahmad Lawan, Mr Buhari requested the Senate to consider and approve an executive bill forwarded to it to that effect.

“Pursuant to Section 8(2) of the 1999 Constitution of the Federal Republic of Nigeria as amended, I forward herewith the National Social Investment Programme Bill for the kind consideration of the Senate.

“The bill seeks to provide a legal framework for the establishment of National Social Investment Programme for the assistance and empowerment of the poor and vulnerable people in Nigeria,” the letter partly read.

In another letter, Mr Buhari sought the concurrence of the Senate to National Park Declaration Order made earlier in the year to establish 10 new national parks across the country.

Similarly, Mr Buhari, in two other separate requests, sought the consideration and passage of the National Library Establishment Bill 2022.

According to him, the proposed law would provide the legal framework for maintaining the National Library of Nigeria and strengthen its statutory functions.

The final request of the president to the Senate was for the consideration and passage of an executive bill on the Federal Produce Inspection Service.
