ACT Teachers Party-list Representative and deputy minority leader Antonio Tinio files House Resolution No. 484 to direct the House of Representatives to investigate flood control along Davao and Matina rivers awarded from 2019 to 2022 worth P4.4 billion.
The resolution states that there are strong indications of gross overpricing, ghost and incomplete delivery, fraud, collusion, and systemic plunder of public funds.
Tinio flags 80 contracts implemented in Davao City’s 1st District during the Duterte administration.
“Billions of pesos meant to protect communities from flooding have been plundered through ghost projects, overpricing, and kickbacks. This is not just about corruption—this is about the lives and livelihoods of Filipinos who continue to suffer from floods because infrastructure funds were stolen,” Tinio said.
According to the resolution, 49 of these contracts were congressional insertions.
It highlighted that the top contractor, Genesis88 Construction Inc., is owned by Glenn Escandor, a former Presidential Adviser for Sports under then-President Rodrigo Duterte and a reported campaign contributor to Vice President Sara Duterte.
