I think it's a great idea and several London boroughs have set up their own car clubs. I think there was a central government plan to have lanes only for cars with two or more passengers, but I'm not sure what's happened to that.
Glastonbury organisers were keen to make festival goers use other modes of transport and put policies in place to encourage it, like limited car park passes and tickets that could only be bought if you traveled by bus. Still, it didn't stop the usual 9-hour jams on the way out...
