This study is based on analysis of existing studies updated by interviews with experts in solar energy. It considers the factors that influence the price of photovoltaic systems: technological developments, subsidies and the scale of production.

The report draws three major conclusions: scaling up the production of solar panels is technologically feasible using current technology, production needs to be scaled up to 500 MWp (mega watt peak) per year to achieve a price reduction to the level of conventional energy and transitional costs in creating the required market size will need to carried by either industry, government or end users.
